Under the supervision of the Logistics Coordinator, the Supply Chain Expert will oversee all procurement activities for the mission. This role includes managing both national and international purchases, ensuring that they meet the price, quality, and delivery time standards set together with the technical teams. The Supply Chain Expert will ensure adherence to the procurement procedures outlined in our KitLog V3.6 and guarantee that all purchases comply with the Action against Hunger (AAH) Charter of Principles. Additionally, the Expert will support and enhance capacity building of the procurement and logistics teams within the mission.


Key activities in your role will include

Objective 1: Support the Supply team in its day-to-day management 

Tasks

  • Support the preparation and management of calls for tender. 
  • Support the drafting and implementation of framework agreements/contracts for the provision of services and goods. 
  • Monitor and support the development of the existing supplier list at capital level and develop a supplier list at base level. Set up a price catalogue for any markets where this is possible. 
  • Support the implementation and follow-up of procurement plans for new and ongoing projects; support the logistics team with the integration of all procurement plans into the mission supply plan 
  • Develop and manage, together with the logistics coordination team, all procurement-related tasks for cross-border operations. 
  • Implementation and monitoring of AAH’s Supply Chain management tools in compliance with AAH and donors’ logistics procedures. 
  • Monitor and validate the work carried out by the Procurement Officers, Log Bases and Log Assistants as needed, in coordination with the Logistics Coordinator and Logistics Expert. 
  • Support the current Logistics Officer responsible for Procurement tasks with the validation of purchase dossiers at coordination level. 
  • Conduct close-follow-up of all purchase dossiers at base level to identify bottlenecks and ensure timely delivery. Ensure efficient transport of supplies within the Mission.

Objective 2: Optimize supply chain management and compliance 

Tasks

  • Monitor the use of the Contract Follow-Up and the expenditure within each framework agreement to ensure that they are renewed on time. 
  • Prepare and analyse, together with the logistics coordination team, the monthly reports of the area of work (procurement follow-up, contracts follow-up, procurement plans, supply situation and major updates, etc.). 
  • Ensure the transmission of monthly reports to HQ. 
  • Monitor activity indicators: procurement follow-up, contract follow-up and ensure they are shared weekly with the Logistics Coordinator. 
  • Work with the Logistics Coordinator and Logistics Expert to analyse any bottlenecks that could slow down the purchasing process. 
  • Take part in and support weekly meetings with the logistics team to share progress and follow-up on purchasing procedures. 
  • Conducting spot checks on the digital procurement archive to guarantee compliance with AHH’s standards. 
  • Participate in supply-related training sessions for Logistics Assistants and Officers as a trainer. 
  • Ensure the compliance of the whole logistics operations to AAH’s Good Business Regulations, Code of Conduct and Charter of Principles. 
  • Contribute to the implementation of the anti-fraud policy and its tools within the logistics department.

Objective 3: Ensure departmental collaboration and operational support 

Tasks

  • Depending on workload and skills, support line manager in other tasks within the logistics department. 
  • Support with the onboarding of the new Supply Chain Officer at Capital level, leading their training and incorporation to the team. 
  • Contribute to the onboarding of new logistics staff at base level. Cover the role of the Logistics Expert during field visits or leaves, ensuring all tasks in the handover are completed. 
  • Contribute to the recruitment of procurement staff as needed. 
  • Cover any HR gaps that may arise in the logistics teams at base level, managing purchase dossiers directly and transferring them over to coordination for validation. 
  • Willing to help the rest of the team with activities not included in their job profile, where this does not interfere with their work and the responsibilities of their position. 
  • Ensure cohesion and good communication within the department and among all departments involved in the supply chain to any extent. 
  • Participate in the briefing/debriefing of logistics team members as needed. 
  • Work closely with departments and bases to ensure good communication. 
  • Ensure the interim of the Logistics Coordinator or Logistcs Expert if required.

Do you meet the profile required criteria?
  • Training/ Education: Required: Bachelor’s degree or higher in Logistics, Business, Engineering, or another related field. Master in Logistics, Humanitarian Studies or similar an asset.
  • Technical specific knowledge: Experience in Logistics in humanitarian operations. Knowledge of Action Against Hunger´s Kit log V3.6 an asset. Advanced knowledge of donor’s guidelines and procedures related to Logistics (AFD, GFFO, UNICEF, WFP, BHA, SIDA) an asset.
  • Previous experience: Minimum 2-years’ experience in field supply chain coordination in a Humanitarian Aid organization. Evidence of practical experience in logistics management and coordination within the field of supply chain management. Experience in launching and managing tenders. Experience producing accurate, timely and efficient reports about procurement areas. Proven management and coordination skills (including HR and stress management). Proven ability in translating analysis and evaluation into operational planning and strategic decision-making.
  • Humanitarian sector knowledge: At least 2 years of professional experience in a similar role (international humanitarian operations, medium-big sized mission, access constraints).
  • Action Against the Hunger knowledge: Previous experience with Action Against Hunger preferred. Experience using KitLog V3.6 is an asset. 
  • Languages: English (spoken, read, and written to professional competence level); French (spoken, read, and written to professional competence level); Arabic (desirable); Spanish (desirable). 
  • IT and specific systems: Advanced Windows MSOffice user, proficient level of MS Excel compulsory. 
  • General IT knowledge and experience is an asset. LINK knowledge is desirable. 
  • Mobility (national/ international): No mobility required, remote position.
