The Partnership Manager will take the lead and/or support the process of development of partnership design, partner risk assessment and due diligence processes, and preparation of documentation for the formation of partnerships.

S/he will coordinate the reporting and compliance efforts of the mission in conformity with donor regulations, contractual requirements of partnership and alignment with Action Against Hunger Syria’s partnership and localisation strategy and policy. S/he shall follow mission-level and Headquarters related established processes, and ensure all documentation is in line with Action Against Hunger’s Internal Guidelines.


Key activities in your role will include

Objective 1: Operational Coordination 

  • Coordinate the human, financial and logistical means needed for timeline implementation of activities.
  • Monitor project budget and provide estimated financial forecasts.
  • Conduct regular monitoring (including regular field visit) 
  • Draft required narrative reporting and support the consolidation of Partnership reporting as needed. 
  • Monitor progress on project outputs, indicators and achieved impact. 

Objective 2: Identification and establishment of national partnerships

  • Contribute to the development of a Strategic Partnership and Localization Plan for the Syria mission.
  • Prepare the relevant documentation to frame new partnerships in coordination with relevant colleagues.
  • Support the Compliance department in performing due diligence tasks
  • Networking and relationship-building with Community based organizations, Local NGOs and partners. 

Objective 3: Follow-up on active Partnerships

  • Establish and maintain an ACF Syria Partnership Workplan
  • Ensure that partnerships are in line with contractual obligations. 
  • Establish strong working relationships with all active Partners and regularly visit them on-the-ground in all bases and governorates.

Objective 4: Monitoring of and Reporting on Partnership

  • Establish tools for evaluation/review of active partnerships, to ensure implementation, changes/concerns. 
  • Ensure the timely collection, consolidation and quality of documentation or other inputs from Partners for the purpose of donor reporting and audits. 
  • Provide high quality and timely inputs into proposals on all partnership-related aspects of donor contracts and incorporate the partners’ reporting into donor reporting.

Do you meet the profile required criteria?
  • Degree and/or Master’s Degree in Humanitarian Action or any related field (communications, social or political sciences, law, etc.)
  • Previous experience in managing localisation and partnership efforts in the humanitarian field.
  • Previous experience in a similar position and/or in the humanitarian field of at least 2 years. 
  • Solid experience and proven ability in coordination of projects, working in collaboration with INGO/partners, reporting, major donor rules and guidelines, 
  • Good knowledge of the humanitarian and/or development fields and of relevant stakeholders (UN, Cluster System, NGOs, etc);
  • Proven ability to work independently under minimal guidance, pressure and tight deadlines, in coordination with multiple departments
  • Experience in Project Cycle Management.
  • Excellent verbal and written communication skills (experience in contributing to donors reporting and proposals is desirable)
  •  Previous experience with Action Against Hunger or organisation with similar sectors (Health and Nutrition, WASH, Food Security, etc.) and donors strongly preferred.
  • Excellent communication including writing, presenting and pitching skills
  • Native level English language competence, Excellent writing skills are required for this position,Arabic (preferred) if expatriate.
  • IT and specific systems:Good skills in Microsoft Word, Excel and PowerPoint

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Formal work contract: 12 months

  • Base: Damascus
  • Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience 
  • the Expat package includes:
    • Expatriate insurance (health, live, repatriation, travel, etc.)
    • Break flights/trips to defined area: (break per diem: 215 EUR)
    • Yearly holiday return flight ticket  
    • Accommodation and housing expenses (in shared guest house)
    • Travel costs to and from the mission.
    • 25 working days of paid leave per year.
    • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger -Spain).
