Action Against Hunger seeks a Chief of Party (CoP) in Mali for the USAID/Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Adapt project. PROPEL Adapt is a 5-year, $40 million USAID-funded project focused on strengthening the enabling environment for family planning/reproductive health (FP/RH) services, and FP/RH integration with HIV/AIDS and maternal and child health (MCH) in the context of shocks and stressors and in fragile settings. Specifically, the project strengthens the enabling environment for more equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable and sustainable financing; enhanced government stewardship, transparency, and accountability; and the use of evidence-based advocacy approaches to promote best practices. 


The PROPEL Adapt Mali buy-in activities, which the CoP will oversee, will focus on strengthening the enabling environment at the local level for the expansion of health mutuelles (insurance programs) among agricultural interprofessional organizations. PROPEL Adapt is led by Action Against Hunger USA, in a consortium with Action Against Hunger Spain, Action Against Hunger – France, Action Against Hunger – Canada, Pathfinder International, and Amref Health Africa. The CoP will oversee the PROPEL Adapt Mali activities being funded by the USAID/Mali Mission. The position will be contingent upon continuing funding being received from USAID/Mali, which is obligated on a year-by-year basis.


Key activities in your role will include

The Chief of Party is responsible for the overall quality implementation (in line with AAH and donor rules) of the assigned project(s) in timely manner in coordination and consultation with base departments, line manager and technical referents, partners of implementation of the PROPEL Adapt Mali project team (AMREF notably), local authorities, CSOs and coordinator based in Bamako.


Objective 1: Ensure Project Implementation and Monitoring

Tasks:

  • Direct oversight in the planning, managing, supervising, and implementation of the assigned project, reporting directly to AAH Mali’s Country Director and in coordination with the partner, local authorities, CSOs and Technical Coordinators in AAH HQ in Spain and other AAH departments in a timely manner.
  • Overall monitoring of the Project in line with AAH policy, guidelines and procedures and in accordance with USAID and national polies and guidelines. Oversees the organization and monitoring of timely reporting internally and to donor in country and authorities (where applicable). Reconcile the progress of activities with budget monitoring and analyze it, in collaboration with AAH Mali financial Coordinator and PROPEL Adapt team.
  • Facilitate the overall coordination of all the project inputs through the agreed structures for the implementation of the PROPEL Adapt Project in Mali, as well as coordination local authorities and CSOs in the targeted areas.
  • Lead the consortium in developing and monitoring the overall and annual work plan (updating) for the project’s implementation and budget.
  • Ensure compliance with programmatic commitments (PROPEL Adapt project activities in Mali and mission and overall timetables) and financial commitments, and their proper implementation. Regularly review and update project progress and propose strategies/solutions to tackle possible problems/bottlenecks in the implementation of the project
  • Lead the consortium in conducting periodic assessment of the project’s progress and achievements in line with the intended results and objectives outlined in the Workplan.
  •  Ensures that beneficiaries, populations and local authorities understand the objectives of the program and participate actively in its implementation. 
  • Contributes to the development of all documents, tools and training produced within the framework of the project;
  • Contributes to quality processes by ensuring that accountability mechanisms are in place.

 

Objective 2: Program development and strategy planning

Tasks:

  • Assess and propose strategic partnerships with other stakeholders for the implementation of the project to increase impact and coverage of the intervention
  • The inclusion of political perspectives in the strategies for attaining the objectives of and achieving the expected results of the projects.
  • Align the project with the mission's strategy on capacity building of health systems and specifically on the development of the sexual and reproductive health component.
  • Assess the complementarity of the project, and enable synergies with others that the mission is developing at the country level and at the regional level with other projects being implemented by other actors.
  • Using ALEXANDRIA as a tool for technical knowledge management


Objective 3: Monitoring, Evaluation, Reporting, and Capitalisation

Tasks:

  • In collaboration with Propel Adapt MEAL Director, Ensures the development and organization of adequate monitoring and evaluation tools for the project in coordination with AAH M&E manager and PROPEL Adapt MEAL Director, and lead systematic collection, analysis and archiving of data/information related to the project.
  • Ensure integrity and timeliness of collection, analysis of monitoring data, and archiving of supporting document as evidence of Propel Adapt Mali buy in activities, reports and assessment/surveys such as Source of Verifications (SoVs) and justification final reports.
  • Ensure the integration of the project within the digital tools for monitoring the execution of the project.
  • Prepare quality interim, final and other ad-hoc reports requested by the mission, line manager as well as Propel Adapt Meal Director.
  • Capitalize all the project experiences and lessons learnt in coordination with the advocacy and technical teams in HQ dedicated to the project.

 

Objective 4 : Representation and Coordination

Tasks: 

  • Holding regular meetings with the team and mission management team and prepare meeting minutes.

  • Develop and maintain relationships with key stakeholders at a technical level, including donors, government authorities, international and local organizations, partners, beneficiaries and other external actors under the supervision of the Country Director  and in coordination  with Head of bases and advocacy department in field and HQ level.

  • Lead in analyzing and resolving problems encountered in project implementation. This includes generating feedback from target beneficiaries (partner, local authorities and communities).

  • Provide data and information/inputs for any communication related activities to the line manager and communication department.

  • Participate in key external technical and advocacy fora in coordination with the Advocacy and/or Health/nutrition Coordinators.

  • Ensure project(s) related information are shared with relevant partners and stakeholders in coordination and consultation with M&E manager and Head of Base.

  • Lead in organizing workshops and field visits and represent AAH in relevant for a/forum, including representation with donor when requested by line manager.

  • Participate in the annual restitution meetings of the PROPEL Adapt Mali project to present the project, progress and lessons learned.



Objective 5: Management and Supervision of the PROPEL Adapt project Mali buy in team 

Tasks:

  • Motivate staff to perform effectively toward program objectives through ongoing communication, team-building incentives, and regular feedback.
  • Coordinate and follow up on activity planning of all the PROPEL Adapt Mali buy in. 
  • Supervise and participate in the project implementation team recruitment, set their priorities and workplan, overview their daily routine and specific objectives and tasks delivery, and evaluate their overall performance.
  • Ensure proper follow-up of budget and logistic needs for the PROPEL Adapt Mali buy activities in project in coordination with the Logistics Dpt and the Support Manager. 
  • Ensure the supervision and control of expenses related with the activities of the project(s) (procurement planning and close monitoring and feed backing on Financial Management Tool).
  • Coordinate the budget forecast and follow up.
  • Ensure the application of the Log Kit forms and procedures pertaining to the supply chain, procurement, transportation/ movement.
  • Proper planning and management of assigned staff and conduct regular performance assessment of the staff managed directly.
  • Comply with HR policies and systems established in the mission.
  • Ensure the respect of AAH safeguarding policy by Propel adapt Team Mali and partners.


Objective 6: Safety and security

Tasks:

  • Liaise with access & security manager in AAH mission to ensure that security measures are adhered to by the team. 
  • In coordination with security and humanitarian access responsible keeps in mind the security constraints of the area of operations for the design and implementation of programs.
  • Informs security manager of any security problem encountered in the implementation of the activities.
  • When consulted, participates in the updates of security plans and adheres to the adopted measures.
  • Ensure the respect of the mission security rules by his/her team.
  • Adhere to the Mission Security Reporting system and submit the reports requested on-time.
  • Respect the Security rules of Action Against Hunger and coordinate with the Security Officer / Head of Bases for any security issues relating to work.
  • Report any security or other incidents in the field that may interrupt project activities directly to Base Security Officer / Head of Bases.
  • Ensure the respect and compliance of the mission security rules by the team.

Do you meet the profile required criteria?

Training:

 Master's degree or equivalent in a field related to development   and/or humanitarian aid, Project Management, Social Sciences, public   health, economic health, health system strengthening.......

Technical specific knowledge:

  • Demonstrated excellent knowledge and experience in Project Cycle Management including of large consortia.
  • Good knowledge of budget management.
  • Experience in policy fields,  advocacy and government relations;
  • Knowledge of one or more substantive areas including advocacy, public health system, health assurances and good governance.
  • Good knowledge of political and advocacy processes. 
  • Good Knowledge and technical experience in health system capacity strengthening (HSS )
  • Experience in health systems financing
  • Experience in community mobilization and in the framework of community-based services.
  • Experience in digitization processes in healthcare
  • Previous experience working with CSOs to advocate for change and CSO intuitional development.
  • Previous experience in assessment, monitoring, or evaluation of projects.

 Previous experience (years): 

  • Over 10 years senior management/coordination level in international development, managing projects with international donors and   multiple partners (reporting, monitoring). Consortium management   experience essential. Previous experience as Chief of Party/Deputy   Chief of Party of USAID projects is an asset. Knowledge of ACF   Network  and advantage. Mandatory experience with USAID.
  • Familiarity with the political and economic context of Mali. Previous   experience related to public health sector in West Africa is an   advantage.

Personal qualities: 

  • Dynamic, motivated, diplomatic, positive, optimistic, and proactive;     teamwork, strong negotiation and conflict resolution skills, adaptability. 
  • Previous experience related to the Malian context is an advantage.

 

Humanitarian sector knowledge: 

  • Although the project is not an emergency project, the HoP  is expected to have a good comprehension of the emergency/humanitarian context in some of the intervention areas.

 

 Languages 

  • Excellent French and English speaking and writing skills mandatory.
  • Knowledge of local dialects of the intervention areas is an advantage. 

 Mobility (national/ international) 

 Frequent travel to project sites as needed/requested.

 IT systems:

 Good knowledge of Office package (Word and Excel).

Our remuneration package:

We propose a future incorporation to a dynamic organization of international scope including the following contractual conditions: 

  • Fixed-term employment contract of 12 months renewable on an expatriate contract Position Based in Bamako with travel to ACF intervention areas in Mali if security conditions are favorable. 
  • Annual Salary between  67 000 euro and 90 000 euro.
  • Support for transport costs A / R home - mission - home of the expatriate and his family. 
  • Break every 3 months with transport costs covered. 
  • One plane ticket per year for the holidays 
  • 28 working days of vacation per year. 
  • Health Insurance.
