To lead and manage the Monitoring, Evaluation, Accountability and Learning (MEAL) function for the Gaza Base, ensuring the availability of high-quality data, evidence, and learning to inform operational and programmatic decision-making. The MEAL Manager is responsible for strengthening accountability, overseeing effective MEAL systems and processes, managing the MEAL team, promoting a culture of continuous improvement, and supporting programme quality and performance across all Gaza Base activities, in alignment with ACF mission standards, priorities, and strategic objectives.

Position Specific Objectives

Objective 1: Strategic Leadership of MEAL Department in Gaza
Tasks

  • Lead the development and implementation of the Gaza Base MEAL strategy and workplan. 
  • Ensure MEAL activities are planned and implemented in line with programme priorities and organisational standards.
  • Monitor the overall performance and quality of MEAL systems across all projects in the base.
  • Identify operational and technical gaps and implement improvement actions.
  • Provide technical guidance to programme teams on MEAL-related matters.
  • Ensure MEAL considerations are integrated throughout the project cycle.
  • Support the development of project proposals, log frames, indicators, MEAL plans, and budgets.
  • Ensure compliance with donor and ACF MEAL requirements.
  • Represent the MEAL function in base-level coordination and management meetings.
  • Represent the Gaza Base in relevant external MEAL coordination forums such as in the technical working groups.
  • Promote continuous improvement and best practices across the MEAL function in Gaza.
  • Ensure MEAL activities are planned and implemented in line with programme priorities and organisational standards.

Objective 2: Strengthen Monitoring, Evaluation, and Learning Systems in Gaza Base
Tasks

  • Oversee the development and implementation of project MEAL plans and monitoring frameworks.
  • Ensure indicators, targets, and data collection methodologies are appropriate and consistently applied.
  • Lead or support assessments, evaluations, surveys, and learning exercises.
  • Ensure regular monitoring of programme progress against objectives and targets.
  • Support programme teams to analyse findings and identify corrective actions.
  • Facilitate periodic programme review and reflection sessions.
  • Ensure lessons learned and recommendations are documented and followed up.
  • Promote evidence-based decision-making across programme teams.
  • Ensure quality MEAL inputs into internal and donor reporting.
  • Strengthen staff capacity in monitoring and evaluation methodologies.

Objective 3: Lead Accountability to Affected Populations and Management of the Feedback & Complaints Mechanism (FCM) in Gaza Base
Tasks

  • Oversee the implementation and continuous improvement of the Feedback and Complaints Mechanism in the Gaza base, ensuring feedback and complaints channels remain accessible, inclusive, confidential, and safe.
  • Monitor the timely registration, referral, investigation, and closure of feedback and complaints.
  • Ensure programme teams take appropriate action in response to community feedback.
  • Monitor compliance with FCM procedures, accountability standards, and referral pathways.
  • Ensure sensitive complaints are managed in accordance with ACF policies and protocols.
  • Analyse feedback and complaint trends and share findings with relevant departments.
  • Produce regular reports on FCM performance, trends, and response rates.
  • Build staff awareness and capacity on accountability and complaint handling processes.
  • Promote community participation and accountability throughout programme implementation.
  • Ensure Accountability to Affected Populations principles are systematically integrated across programme design, implementation, monitoring, and learning processes.

Objective 4: Lead, Develop and Empower the MEAL Team
Tasks

  • Provide leadership, supervision, and technical guidance to all MEAL staff.
  • Establish clear objectives, priorities, and performance expectations for direct reports.
  • Conduct a minimum of one documented one-to-one meeting per month with each direct report.
  • Provide regular, constructive, and timely performance feedback to team members.
  • Monitor progress against agreed objectives and address performance issues where required.
  • Identify capacity gaps and develop staff development plans.
  • Facilitate learning, coaching, mentoring, and knowledge-sharing opportunities.
  • Ensure effective workload planning and distribution across the team.
  • Foster a positive, collaborative, and accountable team culture.
  • Lead recruitment, onboarding, and performance appraisal processes for MEAL staff.

Objective 5: Ensure High-Quality Data Management and Information Use
Tasks

  • Oversee data collection, validation, storage, analysis, and reporting processes.
  • Ensure robust data quality assurance measures are implemented across projects.
  • Monitor data accuracy, completeness, consistency, and timeliness.
  • Ensure data protection and confidentiality standards are applied.
  • Coordinate with programme colleagues on data management and reporting needs.
  • Support the development and maintenance of databases, dashboards, and reporting tools.
  • Ensure programme teams have access to relevant information for decision-making.
  • Analyse and present programme performance data and trends.
  • Promote the effective use of data for programme adaptation and improvement.
  • Identify opportunities to strengthen data systems and reporting processes in the Gaza base.

Objective 6: Participate and contribute to SMT and personal self-development
Tasks

  • Participate as an active member of the Gaza Base Senior Management Team (SMT), contributing to strategic planning, priority-setting, problem-solving, and key management decisions. Attend weekly SMT meetings. 
  • Provide constructive recommendations and challenge where appropriate to support sound decision-making, operational effectiveness, and base performance in Gaza.
  • Contribute to the identification and management of key risks, opportunities, and emerging issues affecting the Gaza Base and support the development of appropriate mitigation or action plans.
  • Promote collaboration, accountability, and effective coordination across departments to support the achievement of shared base objectives and priorities.
  • Demonstrate self-awareness by regularly reflecting on personal strengths and development areas, seeking feedback from their manager and peers, and taking proactive steps to support their own continuous professional growth.

Education/Training
Bachelor’s degree in related field: Data Management and Analysis, Communications, Economics, Political Sciences, Business Administration

Technical specific knowledge

  • Knowledge in data analysis, monitoring and evaluation, practices and methodologies.
    Knowledge in community engagement
  • Strong Knowledge of Project Cycle Management 
  • Strong technical knowledge of Monitoring, Evaluation, Accountability and Learning 
  • Strong knowledge of quantitative and qualitative methods 
  • Knowledge on Information Management 
  • Donor Reporting & Writing Skills 
  • Leadership and team management

Previous experience (years) 

Minimum of 3 years’ experience (ideally 5 years’ experience) working in MEAL, specifically data analysis for decision making, monitoring and evaluation

Humanitarian sector knowledge:

  • Knowledge of the humanitarian sector, its principles and main actors in particular accountability towards affected populations and related information management
  • Experience in working with national Humanitarian NGOs, work with an International NGO an advantage. 
  • Experience in dealing with feedback and complaints mechanisms for Humanitarians NGOs

Organisation Knowledge
Experience of working with ACF an Asset

Languages
Fluent in English and Arabic

IT Systems

  • Advanced Excel is required
  • Excellent command of Microsoft Office, specifically Outlook, Word, PowerPoint
  • Advanced knowledge of KOBO Toolbox
  • Strong knowledges of PowerBi and data visualisation is an asset

Our remuneration package:
  • Contract Length: 12 Months
  • Based in: Deir Al Balah, Gaza Strip.
  • Salary: Based on Action Against Hunger salary scale.
  • Action Against Hunger provides food and transportation allowances for a fully worked month.
