The Deputy Country Director for Programmes is responsible to support the Country Director to lead the strategic development and implementation of programmes in the Sudan. As such, they should lead the technical sector to ensure that the country programme has a coherent and relevant strategy in each sector based on the context in Sudan and on Action Against Hunger’s technical expertise. Based on this, the Deputy Country Director for Programmes is responsible to support the Country Director to strategically engage donors and respond to calls in line with the country strategy and develop relationships with key stakeholders and actors to allow for the successful implementation of Action Against Hunger’s strategy.


Key activities in your role will include

Objective 1: 

Lead the mission's fundraising and business development strategy Develop and implement a multi-year fundraising strategy aligned with Sudan's operational priorities. Diversify the donor portfolio and reduce dependence on a limited number of funding sources. Identify and pursue new funding opportunities, partnerships and consortia. Strengthen donor positioning and external engagement Build and maintain strategic relationships with institutional donors, foundations, UN agencies and private-sector partners. Position ACF as a key humanitarian and resilience actor in Sudan. Develop donor engagement plans and ensure regular, purposeful interactions with priority donors. Increase funding volume and quality Lead the pipeline management process and ensure early identification of opportunities. Increase proposal success rates through stronger positioning, donor intelligence and quality proposal development. Support the development of large and strategic multi-year funding opportunities.

Do you meet the profile required criteria?
  • Studies in law, political science, sociology, or similar background; 
  • Specific studies in humanitarian aid and/or development, International Humanitarian Law
  • Advance knowledge in the sectors of intervention of Action Against Hunger in Sudan. (Heath & Nutrition, Wash, FSL, Protection) 
  • Advanced knowledge of humanitarian and development donor guidelines and procedures. 
  • A strong knowledge of Project Cycle Management and multi-sector proposal writing 
  • Ability to gather and analyse information to make strategic decisions and engagement in humanitarian and development sector. 
  • Good understanding of Sudan
  • At least 5 years of previous field experience in a humanitarian and/or development NGO with integrated (multi-sectorial) project management 
  • At least 3 years of Experience in project management both in emergency and development contexts.
  • Experience in community development and participation, institutional development, and setting up of partnerships.
  • Experience in the management of volatile security contexts with the capacity to face a stressful environment.
  • Demonstrated experience and skills in supervising technical teams, external consultants, and consortium/partnership projects.
  •  Previous experience and ability to build relationships and work with senior-level government officials and other stakeholders.
  • Desirable previous experience with Action Against Hunger.
  • Understanding of Action Against Hunger’s programs and policies.
  • English is a must.
  • Excellent written and verbal communication and presentation skills in English 
  • MS Office very strong command
  • Advanced level of Excel.

Our remuneration package:

  • Contract length: 12 months.
  • Base: Port Sudan 
  • Family duty station NO   
  • Compensation Package consisting of:   
    • Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience. 
      • Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal. 
      • This packaged includes:
        • Expatriate insurance (health, live, repatriation, travel, etc.)
        • Yearly holiday return flight ticket
        • Accommodation and housing expenses
        • Travel costs to and from the mission.
        • Breaks
        • 26 working days of paid leave per year
