The Project HR Officer is responsible for executing HR administrative tasks and operational recruitment across all SHF-funded project positions. This position serves as the primary on-ground HR presence for SHF activities, ensuring compliance with policies, supporting staff, and facilitating communication between field staff and Damascus HR team. This role requires day-to-day reporting to the HR Coordinator to provide direct HR support, and maintaining recruitment updates, leaves and absences as well as performance management of the incumbent for SHF-funded project staffs, not limited to other task required within the HR Department.


Key activities in your role will include

Objective 1: HR Administration & Documentation

  • Execute all HR administrative tasks in SHF activities: preparation, filing, and archiving of contracts.
  • Serve as the local data entry point for People ADS, updating personal information for SHF-funded project staff and ensuring proper upload of all required documentation.
  • Monitor and report on HR operational matters and compliance at base level to the HR Coordinator.
  • Facilitate logistics for staff deployments, rotations, and arrivals in the bases, coordinating with relevant departments

 

Objective 2: Operational Recruitment for Base Staff Positions

  • Lead the complete recruitment process for SHF-funded project staff positions in all bases.
  • Manage all recruitment logistics: job posting, CV screening, scheduling, administering tests, and conducting local interviews.
  • Prepare all recruitment documentation and ensure proper archiving of candidate selection processes.
  • Serve as the HR partner to SHF-funded project hiring managers throughout the recruitment cycle for operational positions.

 

Objective 3: HR Policy Implementation & Staff Support in Bases

  • Serve as the primary HR representative in SHF-funded project, addressing staff queries, clarifying policies, and ensuring consistent application of HR procedures, with guidance of HR Coordinator.
  • Support the implementation and understanding of HR policies, procedures, and initiatives at all base level together with HR Coordinator.
  • Facilitate the onboarding and orientation of new staff in coordination with Senior Talent Development Officer.

 

Objective 4: HR Coordination & Compliance Monitoring

  • Verify compliance with HR procedures at all base level and report any gaps or concerns to the HR Coordinator.
  • Act as the HR coordination point between SHF-funded project teams and Damascus HR department for all operational HR matters.
  • Support the Senior HR Operations Officer with accurate field-level data collection for payroll, leave management, and other administrative requirements.

Do you meet the profile required criteria?
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • 2-3 years of HR or administrative experience, preferably in humanitarian contexts.
  • Understanding of HR processes, documentation management, and recruitment practices for operational positions.
  • Good organizational skills and attention to detail for HR administrative tasks.
  • Knowledge of Syrian labor law and regulations.

Our remuneration package:
  • Contract period: 6 months renewable base on Action Against Hunger fund and performance. 
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Damascus.
