Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002. 

Action Against Hunger is recruiting for its Gaza office a 

                                                                                                Human Resources Manager 

GENERAL OBJECTIVES: 

The HR Manager is responsible for leading and coordinating the HR function in Gaza ensuring consistent implementation of Action Against Hunger’s policies and alignment with Palestinian labour law. The role focuses on operational HR excellence, staff care and development, while serving as the technical HR focal point in Gaza in coordination with the Jerusalem office. The HR Manager also plays a key role in building the capacity of the HR team, driving HR innovation, and supporting line managers to foster a fair, transparent, and supportive work environment. 


Key activities in your role will include

Objective 1: HR Policy Implementation and Compliance 

  • Accountable for ensuring that HR documents and practices in Gaza field office align with Palestinian labour law, in consultation with the HR Coordination office.  

  • Accountable for ensuring consistent and compliant implementation of AAH HR policies and procedures across the Gaza Field Office.  

  • Responsible for reviewing, updating, and proposing changes to HR policies based on the specificity of the context and the evolution of the needs, in coordination with the HR Coordinator in Jerusalem.  

  • Responsible for ensuring policies are understood and applied fairly and transparently.  

  • Responsible for monitoring policy adherence and identifying areas for improvement or corrective action.  

  • Ensure complete and up-to-date personnel files and maintain HR systems as required. 

Objective 2: Payroll, Benefits and HR Administration   

  • Accountable for overseeing payroll processing for Gaza Field Office.   

  • Consults with Finance and HR Coordinator to ensure smooth payroll operations and data integrity.  

  • Accountable for ensuring HR administrative systems (e.g., People ADS) are accurate and up to date.  

  • Accountable for overseeing the tracking and analysis of attendance, leave, and medical benefits to inform staff of care and operational planning. 

Objective 3: Staff Care and Development Strategy 

  • Accountable for implementing staff care and well-being strategies across the Gaza field office in coordination with Head of Base.   

  • Responsible for developing and monitoring staff development plans, and collating training and capacity-building needs for all staff in Gaza.   

  • Responsible for collecting staff training in ATP and implementing and facilitating relevant training for staff and managers.  

  • Support line managers and senior management in identifying psychosocial support needs and coordinating appropriate interventions with trained experts.   

  • Responsible alongside senior managers for promoting gender equality and staff well-being across all departments.  

  • Consults with staff and managers to gather feedback and improve HR support systems. 

Objective 4: HR Team Leadership and Capacity Building 

  • Accountable for supervising the HR Team and conducting their appraisals as per the organization's appraisal tool and process.  

  • Responsible for developing the HR team's capacity through coaching, training, and performance monitoring.  

  • Responsible for fostering a collaborative and accountable HR team culture.  

  • Accountable for maintaining confidentiality and consistency in all HR operations. 

  • Consults with HR Coordinator to align team development with mission-wide HR strategies. 

Objective 5: People Management Support and HR Lifecycle Management 

  • Provide strategic HR guidance and support to line managers, strengthening their capacity to lead teams effectively and in alignment with AAH’s values and policies.  

  • Advise and coach managers on performance management processes, ensuring consistent and fair application of tools and practices across departments.  

  • Promote inclusive, ethical, and accountable management practices, fostering a respectful and supportive work environment.  

  • Accountable for coordinating recruitment processes, ensuring fairness, transparency, and timely closure.  

  • Oversee the development, review, and maintenance of accurate, up-to-date job descriptions.  

  • Support interviews when required.  

  • Responsible for overseeing onboarding and induction for new staff, ensuring proper documentation.  

  • Accountable for coordinating recruitment processes, ensuring fairness, transparency, and timely closure.  

  • Responsible for overseeing offboarding and restructuring processes. 

Objective 6: Other    

  • Responsible for supporting the Head of Base with HR-related tasks and operational needs as requested.  

  • Member of the SMT in the Gaza field office.  

  • Consults with HR Coordinator and Head of Base to ensure strategic alignment and coordination in HR in Gaza with AAH mission wide standards.   

  • Any other reasonable requests related to the job as requested by the manager. 


Do you meet the profile required criteria?
  • Bachelor’s degree in HR Management, or social sciences, or related discipline preferred  

  • Post Graduate qualifications in Human Resource Manager will be an added asset.   

  • In-depth understanding of Palestinian labour law and humanitarian HR frameworks.  

  • Experience in payroll, benefits, and contract management.  

  • Knowledge of performance management, staff development, and training systems.  

  • Familiarity with recruitment processes and onboarding protocols in humanitarian settings.  

  • Strong command of AAH HR policies, systems (e.g., People ADS), and administrative procedures is an advantage. 

  • Strategic vision and ability to lead HR innovation and continuous improvement in Gaza. 

  • Excellent organizational and planning skills with a results-oriented mindset. 

  • Strong interpersonal and communication skills.  

  • High attention to detail and commitment to accuracy and confidentiality.  

  • Ability to analyze and resolve HR-related conflicts and operational challenges.  

  • Demonstrates fairness, transparency, and ethical behavior in all HR practices.  

  • At least 3 years of professional experience across all HR disciplines, including employment in a senior role. 

  • Benefits, compensation, employee relations, training and development, workers' compensation, and conflict resolution.  

  • Experience working with a diverse workforce.  

  • Demonstrate a high level of training skills. 

  • Prior experience working with an INGO/NGO or non-profit as a plus. 

  • Knowledge of AAH HR practices an advantage.  

  • Fluently in both Arabic and English. 

  • Competent in Microsoft tools, specifically Excel.   

  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

  • Contract Length: 6 months with the possibility of extension.  

  • Based: Gaza.  

  • Salary: Based on Action Against Hunger’s Salary Scale. 

  • We provide workmen compensation.  

  • In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.    

  • Emotional care service at the service of the employees and family.  

  • 21 days holiday for the year.
