The Logistics and Procurement Officer will work closely with the Senior Logistics Officer to support the effective and timely implementation of logistics and procurement action points at the capital level. They will contribute to the day-to-day operational activities, ensuring that processes run smoothly and efficiently. In doing so, the Logistics Officer will help ensure that the mission is adequately equipped and able to progress in a timely, solution-oriented manner.


Key activities in your role will include

Objective 1: Program Procurement

  • Increase the mission humanitarian and emergency response by elaborating LFA’s and Tenders for the coordination level.
  • Receiving PRs and checking them, preparing the launching process as per the related threshold. Assist in elaborating all procurement dossiers at coordination Level and support the capital and other coordinations when requested.
  • Create procurement dossiers on NHF at coordination Level and support the capital and other coordinations when requested.
  • Receiving and evaluating the received offers.
  • Elaboration of procurement documents such as PR, SPO, Contracts, AT, AF, and Reception notes and getting the needed validation.
  • Arrange and prepare the delivery process and prepare the needed delivery and reception notes
  • Receiving the invoices from the suppliers and adding them to the dossier’s documents and checking it then delivering them to the finance department
  • Archiving all documents as hard copies and downloading all documents on NHF
  • Conduct field visits and give support to capital and other coordinations upon request and this will be for quality control and follow-up on the implementation  
  • Collaborate in the Market analysis data coordination and update it on monthly basis.

 

Objective 2: Reporting

  • Procurement Follow up 100% and uploaded to NHF before the 5th of each month.
  • CFU Contract Follow-up 100% of Program Procurement.
  • Prepare Supply Plan on quarterly coordinations
  • Prepare the procurement plan for new donors in cooperation with Program Manager
  • Support in the PD Progress at the mission level.

 

Objective 3: Information Management

  • Ensure all program procurement dossiers are complete as per guidelines and keep the NHF and HC minimizing the audit risks.
  • Create and control a systematic procedure to send to the capital all dossiers from the coordination.

 

Objective 4: Logistics

  • Support different activities at coordination level to ensure smooth running of the office in coordination with the Senior Logistics Officer.
  • Support the Senior Logistics Officer in ensuring safety minimum standards throughout all ACF premises.
  • Support the Senior Logistics Officer in fleet management tasks including but not limited to follow up on movements, transportation, travel, accommodation and more..
  • Support vehicle follow-up and ensuring that the tool documentation is consistently used, and flag any issues to the Senior Logistics Officer
  • Support and oversee the asset and equipment management and follow up, following up on the tools in place, in coordination with the Senior Logistics Officer.
  • Accountable for any other task that Senior Logistics Officer might need support with.

Do you meet the profile required criteria?
  • Bachelor’s degree in business administration or any other relevant field
  • Technical specific knowledge: Procurement / Negotiation / Planning / IT, preferably in humanitarian sector.
  • Minimum 4 years experience in a similar position
  • Humanitarian Sector knowledge is preferred
  • Good knowledge of Microsoft Office

Our remuneration package:
  • Contract period: 6 months renewable base on Action Against Hunger fund and performance. 
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Damascus.
