The position is responsible for leading ACF’s engagement and coordination with Syrian authorities, key national institutions, and strategic partners, ensuring effective positioning and sustained relationships.
It supports external communication, risk management, and administrative oversight to facilitate compliant operations and informed decision making.
The role also contributes to advocacy and access efforts through stakeholder mapping, negotiations, and representation in high level forums.


Key activities in your role will include

 Objective 1: Positioning, building and maintaining good relations with the Syrian government, Syrian Arab Red Crescent, ACSAD and other key stakeholders

  • Establish and maintain contacts with representatives of the ministries, other national authorities, and humanitarian partners.
  • When requested, support the Country Representative in organizing senior meetings with the local stakeholders and partners.  Prepare briefing materials, agendas, minutes of meetings, presentations.
  • Contribute to the work of other departments of the mission in relation to the activities requiring involvement of ministries and local authorities by identifying relevant focal points at ministries for ACF staff to ensure proper follow up and accountability on jointly implemented projects;
  • Anticipate arising key challenges with partners in terms of coordination and communication and propose alternative solutions to the Country Representative and the SMT/ESMT
  • Organize (and participate in) external meetings, consultations with the ministries, other local authorities, and partners. Representing Country Representative in external meetings/event when required
  • Lead and contribute to negotiations with technical ministries
  • Coordinate with the ministries and local authorities for Memorandum of Understanding (or any other official document) preparation and signature.

 

Objective 2: External Communication With Key Stakeholders

  • Schedule and organize internal management meetings (ESMT) as requested by the Country Representative.  Collect inputs, draft, and communicate the agenda on behalf and as requested by the Country Representative/ Security Manager. Timely prepare the meeting notes and disseminate meeting notes to all participants.
  • Archive minutes of the meetings listed above
  • Revise mission correspondences and when needed, draft new templates for correspondences, ensure, when needed, all documents are translated from Arabic to English and vice versa.
  • Ensure Missions letters of requests are accurately submitted to achieve objectives
  • Ensure all the official correspondence both physical and soft copies is being archived
  • Share periodical (quarterly, semi, yearly) reports to selected local partners and stakeholders (Ministries, Local NGOs).

 

Objective 3: Risks Management and Mitigation

  • Foresees and identifies risks related to relations with critical stakeholders, and timely communications to the Security Manager/ Compliance Manager
  • In cooperation with the Country Representative and Security Manager, proposes and implements measures to mitigate risks with critical stakeholders
  • Collaborates with the Compliance Manager and the Compliance and Risks Officer

 

Objective 4: Management and Administration

  • Validates documents drafted by the administration department
  • Validates the quality of translation
  • Oversees timely archiving  


Objective 5: Support to Advocacy

  • Contribute to the Access agenda
  • Contribute to the Mapping of stakeholders
  • Participate in advocacy meetings

Do you meet the profile required criteria?
  • Bachelor’s degree in Business Administration, International Relations, Political Science or any other relevant field.
  • High-level of communication, administrative, negations experience.
  • 3 years minimum experience working in a similar position
  • Humanitarian sector knowledge, ACF knowledge are preferred
  • Language Arabic and English

Our remuneration package:
  • Contract period: 6 months renewable base on Action Against Hunger fund and performance. 
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Damascus.
