The FSL Officer oversees timely implementation of Food Security and Livelihoods activities, ensuring compliance with budgets, plans, and donor standards. Responsible for needs assessments, technical documentation (BoQs, specifications), contractor supervision, cash/voucher assistance, and coordination with internal teams and external stakeholders to deliver quality programming.


Key activities in your role will include

Objective 1: To ensure successful implementation of FSL activities according to ACF and humanitarian agreed standards and protocols, as well as to validated plans, budget, and timeframes

  • Conduct assessment and identification of communities FSL priority needs as directed by the line manager.
  • Ensure that projects target beneficiary sites/units most in need and explore and assess new and better ways to assist.
  • Ensure adherence to the program implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget, and timeframes.
  • Prepare and coordinate work plans to achieve project outcomes and results.
  • Provide data and information necessary for development of project concept notes and proposals
  • Contribute to the supervision of specific project (s) budget forecast and follow up and participate in the design of new budgets.
  • Preparation of projects technical documents (Bill of quantity, drawings, technical specifications etc.) and ensures its accuracy and quality.
  • Assist in developing works packages for contractors: BoQs, technical specifications and special conditions on the contracts.
  • Ensure timely implementation and monitoring of FSL project activities.
  • Ensure quality and quantity of goods and services received from contractors/suppliers and that these are compliant with contract, sector, ACF and donors’ standards
  • Ensure that the implementation of FSL and Infrastructure activities are being done as agreed with local authorities and agencies and in line with validated plans, budget, and timeframes
  • Contribute to preparation of weekly and monthly work plan.
  • Supervise and carry out the implementation of FSL and infrastructure activities, cash voucher assistant.
  • Carry out documentation and archiving all documents related to FSL and Infrastructure activities, in your area of responsibility.
  • Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, transport/movement.
  • Identifies, and anticipates in a timely manner, potential risks and issues and advises mitigating measures to the FSL Team Leader, field coordinator, and the FSL team/ partner.
  • Assist the FSL team leader and field coordinator in supporting key stakeholders to continuously identify and improve operational processes relevant to project implementation.
  • Ensure the implementation of cross-cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity, and environmental sustainability) is integrated in the FSL portfolio under the guidance of the FSL team leader, FC, PM, TC, DCDP according to the ACF Syria guidelines.
  • Any other duties relevant to FSL and Infrastructure activities.
  • To support developing and updating the tools and guidelines related to the team capacity building.

Objective 2: External and Internal Representation and Coordination

  • Work closely with the project team, Log and Admin staff to make sure activities are being implemented according to the planned timelines, within the budget.
  • Work closely with MEAL on reporting and post completion monitoring reports.
  • Liaise and coordinate with relevant authorities’ implementation of FSL and Infrastructure projects in the field.

Objective 3: Ensure timely and accurate reporting of undertaken activities

  • Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets.
  • Contribute to donors’ reporting requirements.
  • Contribute to sectors/sub-sectors/technical working groups 5Ws
  • Contribute to lessons learned documentation and capitalization for program.
  • Contribute to Sitrep report, flag report and other mission reports.

Objective 4: Contribute to program development through participating in multi-sector integrated needs assessments and leading technical needs assessments

  • Collect information and data required to analyze FSL needs/gaps.
  • In coordination with the other departments, selecting locations based on needs and gaps for implementing FSL projects adhering to the sector, donor and ACF criteria.
  • In coordination with the other departments, conduct technical and multi-sectoral integrated needs assessments.
  • Make recommendations for appropriate interventions.

Objective 5: Liaise and coordinate with external stakeholders in own technical area (FSL)

  • Actively participate in sub-sector meetings and relevant technical working groups if requested by the FSL team leader.
  • Upon FSL team leader request, coordinate interventions with all relevant technical stakeholders to ensure complementarity, synergy and avoid overlapping.
  • Maintain the working relationship with the local partner/local communities.

Do you meet the profile required criteria?
  • Bachelor’s degree in (Agronomy) or any other relevant field.
  • Proved experience in conducting needs assessments, contextual profiling, and risk assessments and analysis pertaining to field implementation of FSL-based programming.
  • Technical knowledge in implementing FSL interventions, Cash Voucher Assistant.
  • Previous involvement in implementation processes (including development of bill of quantities, cost estimations, etc.) is essential.
  • Good experience in reporting
  • Minimum 2 years in similar responsibility

Our remuneration package:
  • Contract period: 6 months
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Hassakeh.
