The Health Officer oversees the design, implementation, and quality assurance of primary health and nutrition activities across the base. Responsible for technical assessments, program implementation, capacity building, and coordination with internal teams and external stakeholders to ensure timely, integrated, and compliant delivery of project objectives.
Objective 1: Design and implementation of programs within primary healthcare landscape and relevant communities of interest
- Conduct Technical Needs Assessments related to H&N interventions at facilities and at community levels, in areas of interest including facility, community and capacity assessments.
- In close coordination with Program Manager, develop and update implementation plans related to H&N activities, under different projects in the base.
- Implement H&N activities in the base, under different projects. Activities include, but are limited to, operational support for static and mobile health facilities, provision of medicines and medical equipment, support specialized services as needed, community health initiatives and capacity building programs.
- Ensure the quality and timely implementation of the planned activities at primary health care and community levels through field visits, spot checks and distance monitoring.
- In coordination with Program Manger, ensure adequate and proper reporting on implemented activities periodically and update related monitoring tools
- Conduct and supervise area-specific training sessions and identify the training needs among partners (namely health workers and community health workers) and programmatic-specific activity implementation based on area-specific needs.
- Manage relevant nutrition & health consultants and field supervisors, in close collaboration with Team Leader, including support to performance evaluation and recruitment processes.
- Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, transport/movement.
- Contribute to the supervision of specific project (s) budget forecast and follow up and participate in the design of new budgets.
- Preparation of projects technical documents (Bill of quantity, technical specifications etc.) and ensures its accuracy and quality.
- In coordination with H&N team, provide support to H&N team members as needed.
- Ensure cross-cutting issues (gender, environment, IYCF, MHPSS, social protection) are integrated and mainstreamed in nutrition and health care activities at local level in coordination and consultation with other technical departments.
- Collaborate and work together with logistics and administration departments for management of procurement related to public health activities, as well as rehabilitation works in primary healthcare centers.
- Perform any other task required to achieve the project objective or fall within the mandate of ACF.
- Carry out documentation and archiving all documents related to H&N and Infrastructure activities, in your area of responsibility.
Objective 2: Strategic and Technical Support
- In coordination with technical team at capital base, develop training materials related to primary health care services delivery and community health programming.
- In coordination with technical team at capital base, contribute to the development of tools related to assessment and monitoring of different health and nutrition activities.
- Contribute to develop and update the health and nutrition sector strategy for primary healthcare interventions and ensure the sustainability of the project outcomes
- Promote ACF technical policies, position papers, modules, guidelines, and protocols among the members of the department.
- Collect and update information on Health &nutrition indicators, beneficiaries, actors, and activities at local levels for analysis and identification potential areas, partners and priority activities
- Contribute to preparing H&N priorities to be shared through team leader with other departments to select areas of ACF new interventions and participate in Multisectoral need assessment.
Objective 3: Coordination and Representation
- Coordinate with external stakeholders as needed to facilitate, implement, and monitor of H&N activities;
- In collaboration with Program Manager, represent ACF for internal and external coordination at the local level for issues related to health and nutrition program
- Liaise and cooperate with team members, other departments, coordinators, program officers and managers of other sectors, as needed for public health programing
- Make recommendations for appropriate interventions.
- Work closely with MEAL on reporting and post completion monitoring reports.
- Ensure compliance principles and the Humanitarian Program Cycle in delivering Action Against Hunger’s health and nutrition response
- Contract period: 6 months
- Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
- Duty station: Hassakeh.
