The Head of Base is responsible for the overall leadership, coordination, and management of all operations at the base level, ensuring the effective and timely implementation of programmes in line with ACF policies, strategies, and donor requirements. The role oversees programme delivery, human resources, logistics, finance, and security management, while ensuring strong internal coordination and collaboration across departments. The Head of Base represents ACF at the field level, supports strategic planning and programme development, and ensures compliance with organizational standards, safeguarding principles, and operational procedures to deliver high-quality humanitarian interventions.


Key activities in your role will include
  • Objective 1: Program Management
    • Ensure effective operational management of the programme area through oversight of and adherence to Programme tools, logistics, communications, transport, human resources, and finance policies and procedures.
    • Work closely with the technical coordinators to facilitate the correct implementation and identification of projects
    • Contribute to the development of the area programme through participation in and facilitation of assessments, visits, and evaluations
    • Ensure that a high standard is maintained in all proposals, reports and other material submitted to donors
    • Ensure that the programme area is managed and programmes implemented in accordance with all relevant ACF-Spain sectoral policies and strategies.
    • Maintain accurate documentation of on-going project implementation, summarized in weekly/monthly minutes and in reports submitted to donors as required
    • Ensure timely implementation of projects in line with approved workplans, budgets and donor requirements
    • Maintain clear and updated visibility on project implementation status, including progress, delays and risks
    • Proactively identify implementation challenges and take corrective actions to avoid delays or quality issues
  • Objective 2: Human Resources Management & Capacity Building

    • Application and respect of ACF procedures, internal regulations, deontology and principles both for the Head of Base and staff
    • Update and review base structure/Organizational Chart according to programme needs, with input from the relevant coordinators and Country Representative.
    • Directly line-manage Programme Managers, Base HR/Finance/Logistic and evaluate them according to ACF standard tools and procedures.
    • Ensure clear roles, responsibilities and expectations across teams.
    • Establish regular follow-up mechanisms to monitor performance and progress.
    • Address performance gaps or underperformance in a timely and structured manner.
    • Promote a culture of accountability, ownership and collaboration within the base.
  • Objective 3: Base coordination

    • To monitor the financial and administrative management of the base including the preparation and monitoring of budgets, financial requests, accountancy, payments, tenders, procedures, movements etc.
    • Coordinate all staff, hold weekly meetings and activity planning sessions.
    • Ensure coordination between the different departments and good understanding and cooperation between technical and support teams.
    • Support the identification and implementation of programme strategy.
    • Ensure programmes are designed and implemented in consultation with local authorities, partners and all other stakeholders.
    • Ensure effective information flow between base and coordination level.
    • Take timely operational decisions to ensure continuity and quality of implementation.
  • Objective 4: Logistics and Administration

    • To monitor the financial, administrative and logistical management of the base (including the preparation and monitoring of budgets, accountancy, payments, tenders, fulfilment of procedures, movements etc.).
    • Follow up and support the implementation of logistics procedures, policies and practices as defined in the Logistics Kit.
    • To supervise, support and follow up the compilation and timely submission of the monthly logistics and administrative reports and accountancy to the coordination office
    • To follow up closely the relevance of any expenses and proposed cost reduction measures, together with the relevant coordinators.
    • Ensure smooth coordination with support departments to facilitate timely implementation of activities.
    • Identify and address operational bottlenecks affecting procurement, recruitment and financial processes.
  • Objective 5: Security

    • Ensure proper management of ACF security procedures and tools in coordination with CD and Logistics Coordinator
    • Continuous monitoring of the local situation through the collection and analysis of security information.
    • Identification of security threats and measures to mitigate risk.
    • Follow up the implementation of security measures and contribute to updating the security plan as required.
    • Ensure adaptation of operations in line with security and access constraints.
  • Objective 6: Safeguarding 

    • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
    • Knowledge and compliance with safeguarding policy.

Do you meet the profile required criteria?
  • Degree and/or master’s degree in international development, Political Science, humanitarian studies, International Relations and other relevant fields
  • Humanitarian/development sector, program management or coordination, external representation, finance, budget management, donor management, grant management.
  • Sectoral knowledge for WASH, health and nutrition, FSL
  • Experience in logistics, security and access management.
  • Knowledge of ACF procedures and tools is appreciated.
  • Ability to write donor reports and proposals in English.
  • Training and capacity building experience
  • 5 years of experience in the humanitarian sector, Minimum 2 years in similar responsibility
  • Languages: English is compulsory Arabic is an asset French or Spanish appreciated
  • Good skills in Microsoft Word, Excel and PowerPoint

Our remuneration package:

  • Family duty station: NO   
  • Compensation Package consisting of:   
    • Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience. 
      • Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal. 
      • This packaged includes:
        • Expatriate insurance (health, live, repatriation, travel, etc.)
        • Yearly holiday return flight ticket
        • Accommodation and housing expenses (in a shared guest house)
        • Travel costs to and from the mission.
        • 25 working days of paid leave per year
        • Break on 8 weeks cycle: additional rest period of 5 working days, including a lump sum for travel cost to a reference area and economic contribution.
