Under the supervision of the Head of Project (HoP), the Emergency Field Officer will be responsible for the implementation of daily field activities related to the project, ensuring that objectives and tasks are delivered on time and with a high standard of quality. The role includes working closely with the team in an efficient and coordinated manner, prioritizing needs and targets, and providing clear and concise reporting on progress. The Field Officer will support project teams in conducting assessments of WASH, Shelter, FSL, and Basic Assistance needs, and contribute to the implementation of appropriate response activities. In addition, the Field Officer will oversee the delivery of assistance at both collective shelter and community levels, ensuring effective coordination with other field teams and contributing to the achievement of shared program objectives.


Key activities in your role will include

Objective 1: Response to WASH/Shelter/FSL and BA Emergency related activities (60%)

  1. Ensure the delivery of identified services under the different response modalities with the highest quality and standard
  2. Conduct multi-sectoral needs assessment to identify needs and plan for a multi-sectoral integrated response (WASH/Shelter/ FSL and BA) 
  3. Ensure Action Against Hunger (WASH/Shelter/ FSL and BA) response is aligned with technical humanitarian standards, sector guidance, and coordinated with other departments and organizations
  4. Visit the Internally Displaced Persons (IDPs) and affected people in the targeted locations to deliver Dry food kits and NFIs as per sectors guidance 
  5. Assess the IDPs for the provision of Emergency Cash Assistance and collect the necessary means of verification as needed.
  6. Deliver WASH and Food security activities for IDPs in close coordination with sector and Disaster Risk Reduction Unit (DRR) 
  7. Ensure proper installation and functionality of WASH facilities (water supply, sanitation units, hygiene infrastructure)
  8. Compile beneficiary information and activity data using Activity Info or other designated tools to support timely and accurate reporting.
  9. Develop BOQs, designs, activity plans, and intervention strategies.
  10. Monitor distribution activities (cash, kits, food or NFI assistance) and ensure proper documentation and control.
  11. Apply a protection lens throughout the process in order to detect protection needs and refer to the appropriate actor  
  12. Supervise daily field activities, contractors, and labor teams to ensure quality, timeliness, and compliance with technical standards
  13. Communicate and coordinate with communities, municipality focal points, and other relevant field level actors on the daily implementation of tasks. 
  14. Work with other Action Against Hunger team members to provide accurate and timely assistance to identify participants in the programme.

 

Objective 2: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (20%)

  1. Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the technical manager any deviation
  2. Identify deviations and needs not covered and proposed adaptations to programme activities
  3. Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department
  4. Identify good practices and those that need improvement propose suggestions to adapt the program tools accordingly 
  5. Monitor and track all field activities and deliveries, ensuring compliance and control is provided

 

Objective 3: Reporting and archiving (10%)

  1. Submit weekly and monthly reports.
  2. Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  3. Ensure proper documentation of challenges, lessons learned and best practices
  4. Ensure proper reporting and usage of digital platforms including kobo, activity info, ERNA, ECOSIMA, etc.

 

Objective 4: Coordination and referral monitoring (10%)

  1. Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level and with (WASH/Shelter/ FSL and BA) departments internally 
  2. Support in the maintenance and functioning of a proper coordination and referral system with ACF departments and organizations/entities working in the area (referral mechanism…)
  3. Ensure proper communication of the hotline and feedback mechanisms
  4. Ensure proper coordination with collective shelters focal points including proper implementation and monitoring of site management activities.

 

Objective 5: Security

  1. Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan

 

Objective 6: Support humanitarian activities of Action Against Hunger

  1. Support any other emergency interventions of the organization as per the employee’s abilities.
  2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

 

Objective 7: Gender & Safeguarding (cross-cutting)

  1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  2. Knowledge and compliance with safeguarding policy.
  3. Promote gender equality within the humanitarian and/or development work

Do you meet the profile required criteria?

Training/ Education: Bachelor’s degree in civil engineering or any other related background.

 

Technical specific knowledge:

  • Knowledge in shelter repairs, construction, and wash facilities rehabilitation.
  • Knowledge in Cash and core relief items-based program 
  • Knowledge of food security 
  • Knowledge of water supply and sanitation supply systems. 
  • Manage the collected data of the assigned shelter projects and interaction
  • Knowledge of procurement processes
  • Ability to manage multiple tasks covering different objectives simultaneously to a high quality
  • Knowledge of direct community work with vulnerable or at-risk communities

 

Previous experience:

  • Two years’ experience working in a related field of expertise.
  • Experience in the humanitarian sector in a similar position

 

Personal requirements: 

  • Ability to work in a team
  • Ability to manage stress effectively
  • Ability to manage time and priorities well
  • Clear communicator with excellent interpersonal skills
  • Ability to work with a degree of autonomy on set tasks

 

Languages: Fluent Arabic, Fluency in written and spoken English. 

 

IT and specific systems: Good skills in Microsoft Word, Excel, Outlook and good skills in smart phones/technology for conducting assessments. 

 

Mobility (national/ international): National - Currently in Saida 

 

Duty Station: The duty station is officially in Tyre office, from Monday to Friday.

However, due to the current emergency, an office has been established in Saida, and the current duty station will be Saida until operations return to Tyre.


Our remuneration package:

salary range: $1200-1500

duration: 4 months pending donor approval
