The main objectives for the FSL Field Officer are:

  • Under the supervision of the FSL Program manager, the FSL Field Officer is responsible for implementing daily Food Security and Livelihoods (FSL) activities while providing operational support to Shelter, Basic Assistance, WASH, and Nutrition interventions as required by the emergency context. 
  • Identify and respond to Emergency and implement activities at collective shelters and community level for Internally Displaced persons (IDPs) and affected population in hostile areas of intervention
  • Communicate with local stakeholders to facilitate coordination of response inside and outside Action Against Hunger Areas of Intervention 
  • Ensure that the response is aligned with ACF strategy and Inter-Agency Sector standards.
  • Ensure the smooth implementation, monitoring, and reporting of field activities under the guidance of the FSL Program Manager 

Key activities in your role will include
    1.  POSITION SPECIFIC OBJECTIVES AND TASKS.
       

      Objective 1: Ensure timely and quality implementation of FSL and multisectoral emergency activities (60%)

      1

      Ensure the delivery of identified services under the different response modalities with the highest quality and standard

      2

      Conduct multi-sectoral needs assessment to identify needs and plan for a multi-sectoral integrated response (FSL/Shelter/Basic Assistance/WaSH) 

      3

      Ensure Action Against Hunger FSL/Shelter/Basic Assistance/and WaSH response is aligned with technical humanitarian standards, sector guidance, and coordinated with other departments and organizations

      4

      Visit the Internally Displaced Persons (IDPs) and affected people in the targeted locations to deliver food kits and NFIs as per sectors guidance 

      5

      Assess the IDPs for the provision of Emergency Cash Assistance and collect the necessary means of verification as needed

      6

      Deliver FSL/Shelter activities for IDPs in close coordination with sector and Ministry Focal Points

      7

      Apply a protection lens throughout the process in order to detect protection needs and refer to the appropriate actor  

      8

      Provide daily oversight of response modality service delivery directly at the field level, ensuring correct compliance with means of verification and reporting

      9

      Communicate and coordinate with communities, focal points, and other relevant field level actors on the daily implementation of tasks

      10

      Work with other Action Against Hunger team members to provide accurate and timely assistance to identify participants in the programme

      11

      Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department

      12

      Monitor and track all field activities and deliveries, ensuring compliance and control is provided

      Objective 2: Communication and Stakeholder Coordination (20%)

      1

      Coordinate activities and sensitize defined external stakeholders, explaining the project’s activities and objectives

      2

      Coordinate with local authorities and ensure continuous communication regarding the implementation of work in order to ensure flawless progress of activities

      3

      Act as a link between the Organization and the stakeholders. Support in building relationships between Action Against Hunger, local authorities, municipalities, and communities

      4

      Ensure proper follow up with predesignated external stakeholders for the selection of sites, beneficiaries and modality of work

      Objective 3: Reporting and Archiving (10%)

      1

      Submit weekly and monthly reports

      2

      Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)

      3

      Ensure proper documentation of challenges, lessons learned and best practices

      4

      Ensure proper reporting and usage of digital platforms including kobo, and activity info, etc.

      5

      Capture high?quality photos and basic field footage during activities to support Communication and Advocacy teams, ensuring that all images respect AAH’s visibility, safeguarding, and consent protocols.

      Objective 4: Coordination and Referral Monitoring (10%)

      1

      Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level and with (FSL/Shelter/Basic Assistance/WaSH and Nutrition) departments internally 

      2

      Support in the maintenance and functioning of a proper coordination and referral system with ACF departments and organizations/entities working in the area (referral mechanism…)

      3

      Ensure proper communication of the hotline and feedback mechanisms

      4

      Ensure proper coordination with collective shelters focal points including proper implementation and monitoring of site management activities

      Objective 5: Security

      1

      Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols

      2

      Communicate to the security managers of the working location with any security related information or noncompliance with the security plan

      Objective 6: Support humanitarian activities of Action Against Hunger

      1

      Support any other emergency interventions of the organization as per the employee’s abilities

      2

      Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities

      Objective 7: Gender & Safeguarding (cross-cutting)

      1

      Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy

      2

      Knowledge and compliance with safeguarding policy

      3

      Promote gender equality within the humanitarian and/or development work


Do you meet the profile required criteria?
  • Bachelor’s degree in Disaster Risk Management, Environmental science, Food Security or any other related background
  • Knowledge in emergency programming includes basic needs and cash interventions. Knowledge of food security interventions, including modalities and guidelines. Ability to manage the collated data of the assigned shelter projects and interaction. Ability to manage multiple tasks covering different objectives simultaneously to a high quality. Knowledge of direct community work with vulnerable or at-risk communities. Ability to assess complex dynamics and work in a high tension environment.
  • Two years’ experience working in a related field of expertise. Experience in the humanitarian sector in a similar position.
  • Ability to work in a team Ability to manage stress effectively Ability to manage time and priorities well Clear communicator with excellent interpersonal skills Ability to work with a degree of autonomy on set tasks
  • Fluent Arabic, Fluency in written and spoken English 
  • Good skills in Microsoft Word, Excel, Outlook and good skills in smart phones
