Action Against Hunger (ACF) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.

Action Against Hunger is recruiting for its Ramallah office.

Operations Assistant

For a period of 12 months with possibility of extension

General Objective:

The overall responsibility of the Operations Assistant is to provide operational, administrative, logistical, and security support to the Ramallah office, assisting the Area Manager and program teams in ensuring smooth daily operations, compliance with organizational procedures, and coordination with Hebron base support departments.


Key activities in your role will include

Objective #1 Equipment & Basic IT Support:

Tasks:

  • Support in maintaining updated equipment and inventory list
  • Provide staff with required equipment and receive returned items.
  • Ensure antivirus and system updates are installed on staff laptops (with IT support when needed).
  • Be able to troubleshoot simple technical problems (installing a printer, changing ink, formatting a laptop, etc.)
  • Report IT-related problems to Hebron logistic assistant to be solved on spot.
  • Report and assist in solving any malfunction in the premises and all the tools and equipment (Network, laptops, mobiles, generator).

Objective #2 Procurement Support 

Tasks

  • Prepare and follow up on direct procurement for the base.
  • Follow up on stationary stock in the office
  • Collect quotes, inspect delivered items, and coordinate with suppliers.
  • Manage office supplies and payments of small invoices.
  • Ensure proper archiving (soft and hard copies) of logistics and procurement files
  • Assist in any direct procurement related to Ramallah or other offices (following up with merchants, invoicing, receiving receipts, etc.

Objective #3 Premises follow up

Tasks

  • Prepare and follow up on direct procurement for the base.
  • Make sure bills (water, electricity, gas) are paid on time.
  • Make sure both guest houses and office don’t run out of water.
  • Assist in premises follow procedures like closing and opening times, alarm codes, cleaning.

Objective #4 Transport follow-up

Tasks

  • Transport Action Against Hunger’ staff within Ramallah and to the project sites, according to the movement planning of the base.
  • Support transportation arrangements by ensuring staff are transported safely to workshops, meetings, and field visits, and conduct vehicle checks after each movement.
  • To drive safely, respect the driving rules and follow all traffic laws.
  • Follows up and keeps records of movements, fuel consumption and in the base - update the vehicle’s logbooks
  • Checking of the vehicles (condition and mechanic) for water level, oil level, other fluid levels, tyres…) on regular basis
  • To follow up and ensure that the transport movement is filled with all the needed information and with high quality
  • Make sure that all necessary items (such as tools, first aid kit, car documents, maps…) are always in place at the beginning of each day and before any journey.
  • To report vehicle accidents in coordination with the fleet management officer.
  • Ensure the follow up of the good maintenance of the vehicles
  • To fuel, wash the vehicles when needed.
  • Report any misuse of the vehicle.

Objective #5 Administration Support 

Tasks

  • Serve as the first point of contact for visitors, phone calls, and correspondence.
  • Support scheduling meetings, workshops, and training.
  • Manage filing systems, documentation, and maintain office supplies.
  • Assist in reviewing the work agreements and MoUs financial and non-financial
  • Translation work when needed.

Objective #5:  Archiving:

Tasks 

  • Monthly archiving for Hebron base financial transactions according to the archiving system.
  • Prepare all archiving for project closings in collaboration with technical and project staff and Admin Manager.
  • Follow up the archiving inventory in Hebron base and move to Capital.
  • Prepare a yearly Destruction Report sheet of Retention and Destruction.
  • Prepare donor report’s supporting documents upon Admin Manager instructions.  

Objective #6: Financial Support 

Tasks:

  • Assist in daily data entry on accounting system- AGRESSO.
  • Assist in ensuring accurate and timely processing of financial transactions - to include verification of payment requests and cash advances, cash and cheque preparation.
  • Guarantee timely cash and bank payments after the reception and verification of all related supporting documents.
  • Send the bank transfers to the bank when needed and make sure to have copies of all bank transfers (hard and soft copy)
  • Manage petty cash, advances, and reimbursements and reconcile on daily basis.
  • Ensure the financial documentation is complete and compliant with policies and regulations before submission to the Hebron base Finance Department.
  • Frequent Visits to MoI and Ministry of Finance to Follow up on VAT exemptions
  • Frequent visits to bank were needed.

Objective # 7: Other Duties:

Tasks:

  • Provide support to programming and execution through delivering materials, conducting data collection, participating in field visits when needed, and contributing to the design of existing and future projects.

Do you meet the profile required criteria?
  • Bachelor’s degree in business administration, Management, Finance, or related field
  • Understanding of safety and security protocols.
  • Familiarity with procurement and logistics processes.
  • Familiarity with vehicle management and warehousing.
  • Familiarity with basic IT support
  • Familiarity with the process of direct purchase and bookkeeping.
  • At least 2 years in office administration, finance, logistics, or NGO operation.
  • Strong organizational skills with attention to detail and the ability to manage multiple tasks.
  •  Understanding of humanitarian, emergency, and development programming.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Flexibility and the ability to work well under pressure in a fast-paced, multitasking environment.
  • Aware of Humanitarian and/or development interventions.
  • Proficiency in reading, writing, and speaking both Arabic and English.
  • Proficiency in MS Word, Excel, PowerPoint, email/internet software, and other relevant tools.
  • Flexibility and willingness to travel in West Bank and stay overnight. 
  • Competence in Microsoft Office Suite.
