Monitoring,Evaluation,Accountability & Learning (MEAL) &IM Manager
Primary duty station: Ramallah office or Hebron office, with expected travel to the other office as required.
For an initial period of 12 months.
POSITION GENERAL OBJECTIVE
The overall responsibility of this position is to lead, manage, and strategically steer the MEAL and IM department in the West Bank office and its sub-offices, ensuring alignment with mission-wide strategies, strengthening data-driven decision-making, and supporting evidence-based programming. The position also contributes to mission-level MEAL initiatives, fosters a culture of learning and accountability, and ensures the integration of information management systems for enhanced program quality.
Objective 1: Management of the MEAL department and strategy for the WB office.
Tasks:
- Lead regular diagnosis of MEAL and IM functions in the Hebron base, identify gaps, and propose corrective actions.
- Develop and oversee the MEAL and IM annual plan, ensuring regular follow-up and review.
- Ensure MEAL procedures are developed, standardized, and implemented across projects, aligning with mission-level standards.
- Ensure IM systems are continuously updated, maintained, and aligned with mission-wide systems.
- Harmonize IM processes and platforms for data integration, visualization, and analysis.
- Develop project-level MEAL plans using appropriate quantitative and qualitative methods.
- Coordinate with technical teams to lead or support needs assessments.
- Ensure timely and quality MEAL contributions to project proposals and reports.
- Lead accountability initiatives including information sharing and community feedback mechanisms (FCM).
- Ensure the FCM is functional, timely, and feeds into program improvement.
- Lead documentation and dissemination of MEAL technical guidelines, tools, and lessons learned.
- Represent ACF in external MEAL and IM forums and internal coordination meetings as needed.
Objective 2: Management of the MEAL team members.
Tasks:
- Organize tasks, workloads and follow up on team member deliverables.
- Lead the capacity development of MEAL and IM team members based on appraisals and identified needs.
- Conduct induction sessions for new staff on MEAL and IM standards and tools.
- Lead the recruitment, sizing, and job description development of team members.
Objective 3: Contribute to the MEAL and IM department at mission level
Tasks:
- Collaborate with the MEAL & IM Coordinator and mission IM Manager to implement mission-level strategies and quality standards.
- Promote a culture of MEAL and learning within the Hebron base.
- Ensure consistent application of mission MEAL guidelines, standards, and tools.
- Ensure consistent application of IM and data protection guidelines, protocols and tools
- Organize training sessions for base teams based on identified needs.
- Follow up on specific initiatives led by the MEAL and IM Coordinator.
Objective 4: Synergize MEAL and IM Functions for Enhanced Data Management and Reporting
Tasks:
- Develop and implement a data-sharing protocol at the base level to ensure timely and consistent information flow across departments and stakeholders.
- Lead data quality assurance (DQA) processes and tools to ensure reliability and validity of data.
- Design and deliver training on data collection tools, technologies, and standards.
- Ensure alignment of reporting templates and formats across MEAL and IM teams for consistency.
- Identify emerging data and reporting needs and adapt systems accordingly.
- Ensure all base staff use the designated platforms for storing, analyzing, and reporting data.
- Guarantee compliance with data protection and confidentiality standards in all MEAL and IM activities
