The FSL Officer is responsible for ensuring the effective planning, implementation, monitoring, and reporting of Food Security and Livelihoods (FSL) activities in Hama, in line with Action Against Hunger’s strategies, donor requirements, and sector standards. Working closely with internal teams, local authorities, partners, and technical stakeholders, the role ensures that projects are delivered on time, within budget, and to high quality, while integrating cross-cutting themes such as gender, protection, and environmental sustainability. The FSL Officer also contributes to needs assessments, program development, and stakeholder coordination to strengthen the impact and sustainability of FSL interventions, upholding the organization’s code of conduct, safeguarding policies, and humanitarian principles.
Objective 1: (Ensure timely and quality implementation of the FSL activities portfolio in the field base)
- Ensure timely implementation and monitoring of FSL project activities.
- Ensure adherence to the program implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget, and timeframes.
- Prepare and coordinate work plans to achieve project outcomes and results.
- Contribute to the implementation of the logistics /kit forms and procedures relating to the supply chain, procurement, transport/movement.
- Contribute to the supervision of specific project (s) budget forecast and follow up and participate in the design of new budgets.
- Identifies, and anticipates in a timely manner, potential risks and issues and advises mitigating measures to the program manager, field coordinator, and the FSL team/ partner.
- Assist the FSL coordinator and field coordinator in supporting key stakeholders to continuously identify and improve operational processes relevant to project implementation.
- Ensure the implementation of cross-cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity, and environmental sustainability) is integrated in the FSL portfolio under the guidance of the FSL Coordinator, Field Coordinator, Program Manager, Deputy Country Director Program, according to the Action Against Hunger Syria guidelines.
Objective 2: (Ensure timely and accurate reporting of undertaken activities)
- Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets.
- Contribute to donors’ reporting requirements per Line Manager request.
- Contribute to sectors/sub-sectors/technical working groups per Line Manager request.
- Contribute to lessons learned documentation and capitalization for program.
- Contribute to Sitrep report, flag report and other mission reports per Line Manager request.
Objective 3: (Contribute to program development through participating in multi-sector integrated needs assessments and leading technical needs assessments)
- Collect information and data required to analyze FSL needs/gaps.
- In coordination with the MEAL department and other departments, selecting locations based on needs and gaps for implementing FSL projects adhering to the sector, donor and ACF criteria.
- In coordination with MEAL department and other departments, conduct technical and multi-sectoral integrated needs assessments.
- Make recommendations for appropriate interventions.
Objective 4: (Liaise and coordinate with external stakeholders in own technical area (FSL)
- Coordinate interventions with all relevant technical stakeholders to ensure complementarity, synergy and avoid overlapping.
- Maintain the working relationship with the local partner/local communities.
- Contract period: 6 months renewable base on Action Against Hunger fund and performance
- Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
- Duty station: Hama.
