Under the management of the Security Manager and in close cooperation with the Head of Base, Logistics Coordinator, the Security and Liaison Adviser will support the day-to-day security and risk management of Action Against Hunger operations in the Gaza Strip. Working closely with internal departments and liaising with external stakeholders, the Adviser ensures the safe delivery of humanitarian aid and the protection of ACF staff, partners, and assets. This position serves as a key adviser to the Head of Base, who holds final responsibility for security decision-making. A core aspect of the role involves facilitating humanitarian access by engaging with external actors, including local authorities, UN agencies (OCHA, DSS, ASU), Security Working Group members, INGO focal points, and community leaders.


Key activities in your role will include
  • Support the day-to-day security and risk management of Action Against Hunger operations in the Gaza Strip.
  • Enable safe delivery of humanitarian services through timely security advice and coordination of staff movements.
  • Establish and maintain relationships with relevant actors to negotiate and mediate humanitarian access.
  • Contribute to contextual analysis and reporting of critical incidents.
  • Serve as a backup focal point for interactions with local authorities when needed.

Objective 1: External Liaison and Representation

 

Tasks

1

Serve as the external representative for administrative liaison with authorities and relevant UN entities to ensure proper documentation for program continuity.

Develop and maintain a humanitarian access contact list and stakeholder mapping per governorate and operational area.

Monitor changes in formal notification and coordination systems and update internal protocols accordingly.

Represent ACF in external coordination platforms, including Saving Lives Together, Security Management Working Group, and INSO.

Provide regular updates on security trends and actor positions to management.

Support the Security Manager in external representation and coordination, including acting as a delegate when needed.

Objective 2: Context Monitoring

 

Tasks

1

 

Update internal maps of ACF premises, activities, movement routes, and safe havens.

Monitor and report on security trends and incidents in Gaza via media, UN platforms, and local networks.

3

Build and maintain a network of stakeholders to triangulate security-related information.

4

Share timely security updates with staff through WhatsApp groups and base meetings.

Objective 3: Security Advisory

 

Tasks

1

Advise the Security Manager on context analysis, incident response, and internal security processes.

Conduct site and premises assessments and train staff on security procedures.

3

Coordinate daily movement planning and tracking, ensuring compliance with protocols.

4

Update Security Management Tools, including the Risk Analysis Table and mitigation measures.

Ensure site security measures are in place and functional.

6

Participate as a member of the Incident Management Team when activated.

Collaborate with Logistics to maintain movement tracking and communication equipment.

Conduct regular security audits to ensure compliance with ACF protocols.

Objective 4: Training and Capacity Building 

 

Tasks

1

Deliver security-related training to ACF staff and partners on topics such as Security Management, Personal Field Security, Fire Safety, Emergency Driving, and First Aid.

Provide regular refreshers on incident response, movement protocols, and emergency procedures.

3

Build the capacity of other Security Team members by facilitating access to external training on risk management, negotiation, and humanitarian access.

4

Support the selection, training, and supervision of Security Focal Points across departments.

Objective 5: Other Tasks

 

Tasks

1

Support the Security Manager in identifying emerging threats and adjusting mitigation measures.

2

Assist the Security Manager in drafting and updating SOPs related to security, access, and movement coordination.

3

Contribute to timely and accurate incident reporting and registration in designated platforms.


Do you meet the profile required criteria?

Education/Training:

  • University bachelor’s degree (in a Security related field would be an advantage)
  • Training in Humanitarian Access and Negotiation is an advantage

Technical specific knowledge:

  • Conducting security assessments and site evaluations.
  • Humanitarian access negotiations with diverse stakeholders.
  • Use of Google Maps and Earth for operational mapping.
  • Security management and implementation of global safety standards.
  • Risk analysis, mitigation planning, and incident reporting.
  • Proficiency in Excel and Humanitarian Notification Systems.
  • Drafting and implementing security management plans and SOPs.

Key competencies and personal attributes

  • Strong analytical capacity to provide actionable recommendations.
  • Effective stress management and ability to diffuse tense situations.
  • Excellent communication, negotiation, and external representation skills
  • Able to clearly articulate information and manage/defuse security incidents effectively.
  • Experienced in managing teams during crisis situations with composure and leadership.

Previous experience (years):

  • At least 2 years of experience in security or crisis management at Officer level or above, including assessments of premises, project sites, and coordination of staff and goods movements.
  • Minimum 3 years of experience in humanitarian access support and liaison with external stakeholders, including local authorities

Humanitarian sector knowledge:

 

  • 3 years’ experience working in humanitarian emergency and highly volatile contexts.
  • Strong understanding of the Gaza emergency context and its operational challenges.
  • Excellent knowledge of humanitarian principles, duty of care, and ethical standards.
  • Experience in mainstreaming gender and protection components in humanitarian programming.
  • Understanding of the dynamics and roles of key actors involved in the Gaza crisis.

Organisation knowledge:

  • Previous experience working with ACF in Security is an advantage

Languages:

  • Fluent in Arabic and English

IT systems:

 

  • Microsoft Office (Outlook, Excel, Word etc)
  • Google Maps/Earth

Mobility (national/ international)

  • National Position only

Our remuneration package:
  • Contract Length: Until 31st May 2026 extenable pending budget and performance. 
  • Based in: Gaza Strip.
  • Salary: Based on Action Against Hunger salary scale.
  • Action Against Hunger provides food and transportation allowances for a fully worked month.
