The AFD Project Coordinator will ensure the overall coordination and implementation of this complex, multi-sectoral project running until 2026 (potentially 2027) across four states in Sudan — Central Darfur, South Kordofan, White Nile, and Red Sea. Implemented in partnership with four national and international organizations, the programme has a total budget of approximately €10 million, making it a large-scale and strategically significant intervention. The initiative aims to strengthen resilience, social cohesion, and sustainable livelihoods through integrated actions in Food Security and Livelihoods (FSL), Disaster Risk Reduction (DRR), Natural Resource Management (NRM), Health and Nutrition, WASH, gender, protection, and social cohesion.

The Project Coordinator will be responsible for ensuring quality implementation, compliance, and strategic alignment across all components and partners, while overseeing multi-base teams, financial management, and monitoring and evaluation systems. The role involves extensive coordination and communication with partner organizations, donors, and local authorities to maintain coherence and efficiency across operations. 

Fluency in English (and Arabic), excellent writing, organizational, and representational skills, and strong experience in capacity building, budget oversight, and multi-stakeholder coordination are essential for success in this demanding role.


Key activities in your role will include

Objective 1: Coordinate Overall Programme Implementation and Operations

  • Coordinate overall implementation across multiple states to ensure timely, quality, and compliant delivery.
  • Serve as focal point for the full project cycle, including kick-off, mid-term, and close-out reviews.
  • Manage partnerships with four national and international organisations, ensuring effective collaboration and accountability.
  • Prepare and follow up on MoUs, partnership budgets, and joint implementation plans.
  • Conduct monthly BFU reviews and ensure accurate financial forecasting and budget control.
  • Identify and address budget variances with relevant departments.
  • Oversee procurement processes and ensure compliance with donor and organizational regulations.
  • Support recruitment, onboarding, and performance management of staff in line with safeguarding and HR policies.
  • Ensure coherence and alignment of technical approaches through coordination and field visits.
  • Lead the preparation and submission of high-quality technical, narrative, and financial reports.

Objective 2: Strengthen Partnership Management and Consortium Coordination

  • Manage relationships with four national and international partner organisations implementing the project.
  • Coordinate joint planning, review, and decision-making processes with consortium members.
  • Ensure partners understand and apply agreed standards, procedures, and donor compliance requirements.
  • Draft, validate, and follow up on MoUs, partnership budgets, and implementation plans.
  • Provide technical and administrative guidance to partners, promoting coherence and quality.
  • Facilitate information sharing, joint learning, and documentation of best practices across partners.
  • Support capacity strengthening of local and national partners in project management, compliance, and reporting.
  • Monitor partner performance and ensure timely submission of deliverables and reports.
  • Represent the consortium in coordination forums, meetings with authorities, donors, and external stakeholders.

Objective 3: Planning, Monitoring, Evaluation, Reporting, and Learning

  • Develop and maintain key management tools, including M&E plan, workplan, procurement plan, and communication plan.
  • Coordinate monitoring and evaluation processes in collaboration with the MEAL department.
  • Track progress against indicators, identify implementation challenges, and propose corrective actions.
  • Ensure data quality, accuracy, and consistency across partners and technical sectors.
  • Consolidate and validate partner reports and ensure timely submission to HQ and donors.
  • Maintain a clear reporting calendar and ensure adherence to deadlines for monthly, quarterly, and final reports.
  • Lead programmatic reviews and learning events (kick-off, mid-term, regular review, close-out) to encourage adaptive management.
  • Ensure accountability mechanisms (feedback and complaint systems) are accessible and functional.
  • Document lessons learned, success stories, and best practices for capitalization and knowledge sharing.
  • Support integration of MEAL findings and evaluation recommendations into programme design and strategy.

Objective 4: Financial, Administrative, and Logistical Coordination

  • Coordinate with finance, logistics, and administrative teams to ensure smooth operational management.
  • Support recruitment and training of project staff, promoting team coherence and capacity development.
  • Review budget forecasts, monitor expenditure, and recommend corrective measures where necessary.
  • Ensure all partners comply with financial and procurement regulations.
  • Collaborate with logistics to plan and monitor procurement in accordance with the procurement plan.
  • Support local partners to strengthen administrative and financial management systems.
  • Ensure harmonization of agreements, MoUs, and documentation for audit readiness.
  • Supervise proper archiving (digital and physical) of project files and documentation.
  • Contribute to and coordinate external audits and evaluations with consortium partners.

Objective 5: Strategic Coordination, Representation, and External Engagement

  • Represent the consortium in coordination meetings with government entities, donors, and I/NGOs.
  • Promote coordination and complementarity with other programmes and consortia working on resilience and development.
  • Conduct regular field visits to ensure visibility and alignment with programme strategy.
  • Monitor contextual and sectoral developments to adapt programme priorities as needed.
  • Ensure alignment of project interventions with national strategies and donor frameworks.
  • Provide analytical inputs to senior management to inform organizational strategy and positioning.

Mission 6: Safety, Security, and Access

  • Monitor security and access conditions in coordination with base management teams.
  • Ensure adherence to safety and security protocols across all operational sites.
  • Communicate key updates and risks to senior management and participate in access strategy discussions.
  • Support risk mitigation and continuity planning to maintain safe and effective operations.

Do you meet the profile required criteria?
  • At least Bachelor degree in relevant field ; lengthy experience in role of Field Coordination or roles as Program Coordination 
  • Demonstrated expertise in Health and Nutrition, with a strong understanding of Food Security and Livelihoods (FSL), Disaster Risk Reduction (DRR) and Natural Resource Management (NRM), as well as Climate Change adaptation and resilience-building approaches. Skilled in Gender and Protection mainstreaming, with sound knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and practices. 
  • Possess a broad understanding of WASH, logistics, and financial management principles, ensuring effective integration and coordination across multi-sectoral humanitarian and resilience/recovery programs.
  • At least 5 years of professional experience in managing Programs and Operations in humanitarian projects /programs preferably with an international NGO
  • Work experience in partnership with LNGOs would be an asset.
  • Prior INGO experience required 
  • Fluent written and oral English and Arabic mandatory. French is an asset.
  • Perfect mastery of Word, Excel, Power Point
  • Based in Port Sudan (or any other AFD bases), with travel to project locations 
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

Our remuneration package:
  • Based in: Sudan –Port Sudan
  • Position length: 1 year (renewable)
  • Formal work contract: 12 months contract
  • Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience
