The primary purpose of this position is to oversee and ensure the effective execution of all logistics operations at the base level. This includes comprehensive management of fleet and equipment, procurement, and supply chain activities, as well as the supervision and human resource management of logistics personnel. The role also entails supporting the Field Coordinator in analyzing the security context to inform operational planning and risk mitigation. All responsibilities are to be carried out in accordance with the organization's authorized signature protocols and relevant operational procedures.


Key activities in your role will include

            Objective 1: General safety of staff, premises and movements 

  • Support the Field Coordinator in the safety analysis for the base.
  • Update to Field Coordinator in any safety / security incident in the base.
  • Support Field Coordinator and Security Officer with information sharing for the safety / security briefings when needed to all staff
  • Ensure that all ACF premises in the base are secure accomplishing with the safety rules as ACF guidelines.
  • Dispense and update of the hibernation and First Aid kit stock.
  • Ensure that all the premises have adequate safety equipment (fire extinguishers, lights, etc.)
    Objective 2: Fleet Management
  • Manage the movements at the base level with the correct driver assignation and complete documentation.
  • Ensure adequate usage of ACF vehicles.
  • Ensure that all the base car units have the adequate tools and equipment.
  • Follow up the fuel consumption of the car unit and identify solutions in timely manner.
  • Proper follow up in the insurance, maintenance and POA’s of the ACF car units.
  • Responsible for the movements of all Base staff and visitors.
  • Responsible for conducting or assigning who carry out a periodic inspection of the vehicles that ACF staff are traveling in to accomplish the ACF work and to ensure that the drivers of those vehicles, especially rented ones, are fully aware of the rules of conduct, instructions and safety procedures followed by the ACF
  • Work with field staff to undertake the transport of commodities in an efficient safe way including reviewing required documents for completeness and correctness and facilitating timely support from relevant team members
    Objective 3: Premises maintenance and office needs
  • Ensure that the Office in the base have the adequate maintenance and environment.
  • Ensure that all the base premises have adequate working tools, stationery, cleaning materials, first aid, service goods, lighting, curtains, etc.
  • Ensure the adequate administration of the keys, lock doors, windows, and security systems in the base.
  • Ensure the maintenance and fuel source for the power generators and heaters 
  • Manage the hotel reservation for ACF staff including the coordination with ACF capital office and ensure that staff have been accommodated in safe and proper way
  • Ensure that all the ACF base staff and premises have the proper communication and internet services.                              
    Objective 4: Supply Chain and Procurement
  • Follow up and supervise the smooth running of supply chain following always the ACF guidelines increasing the capacity response.
  • Lead the Procurement Meeting on weekly basis ensuring a smooth reception of the PRs among the departments.
  • Act as the base focal point in terms of procurement, giving integral solutions, launching tenders as per ACF policies and guidelines. Provide training for program staff in procurement principles if required. 
  • Focal point for Quality Control in terms of logistics and suppliers conducting field visits when needed.
  • Support the Capital and other bases when needed.
  • Support the program manager to set the procurement plan for each project and implement it 
  • Participate in the Procurement/Budget follow-up meetings, ensuring that all the procurements are in line with the forecasted budget.

           Objective 5: Staff Management

  • Line manage and capacity build the staff under his/her management and support them to achieve their role and tasks.
  • Set objectives and conduct an annual performance development review with each member under his/her management.
  • Ensure that the staff under his/her management acts according the ACF Code of conduct and guidelines  

          Objective 6: Reporting

  • Update and share on monthly basis the PFU of the Base with 95% of accuracy
  • Base Premises Contract Follow Up administration on monthly basis.
  • Base Procurement Follow Up administration on monthly basis
  • Mission fuel report administration and upload as per guidelines on monthly basis.
  • Inventory control and update on monthly basis.
  • TRF’s follow up report update on monthly basis.
  • Equipment inventory report updated on monthly basis.

        Objective 7: Support in IT matters

  • Be the primary contact person for any IT-related issues
  • Provide guidance on how to use software and hardware at base level
  • Software Installation & Configuration for employees.
  • Basic Hardware Setup: Assist with setting up monitors, Printers, docking stations, peripherals, etc. for employees.
  • Coordinate with the IT Consultant / Coordination office or HQ for IT issues.

Do you meet the profile required criteria?
  • Bachelor’s degree in business administration or any other relevant field.
  • 2 years minimum experience working in a similar position.
  • Strong skills in Procurement, Negotiation, IT, Planning & Security.
  • Humanitarian sector knowledge.
  • Proficiency in Microsoft Office & Basic IT Support and IT Operations Knowledge.
  • Ability to work in both Arabic and English.

Our remuneration package:
  • Contract period: 12 months renewable base on Action Against Hunger fund and performance
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Aleppo.
