The Head of Project will be responsible for ensuring the effective implementation of ARADINA activities led by Action Against Hunger under Specific Objective 3 (SO3): influencing public policies, practices, and public opinion in Lebanon through advocacy to promote agroecological transition, environmental protection, behavioral change, and gender integration in agricultural support.

The Head of Project will represent ACF within the consortium and engage with ministries, cooperatives, civil society, and donors.


Objective 1: Project Implementation and Quality (40%)

  • Provide strategic leadership and overall responsibility for the timely and high-quality implementation of all ARADINA activities under SO3, ensuring compliance with ACF standards, donor requirements, and alignment with the work of consortium partners.
  • Launch, supervise, and ensure the quality of external studies (agroecological transformation, gender diagnostics, social and behavioral studies), overseeing the work of consultants and guiding project staff to guarantee that findings directly inform advocacy and policy dialogue.
  • Ensure the design, validation, and dissemination of policy briefs, knowledge products, and capitalization reports, positioning ACF as a key reference for evidence-based advocacy on agroecology, environmental protection, and gender integration.
  • Lead and oversee the establishment and facilitation of a national agroecology network and online platform, ensuring they become effective tools to connect stakeholders, disseminate knowledge, and foster public engagement.
  • Supervise the roll-out of the behavior change methodology by closely following the work of the external consultant, liaising with consortium partners throughout the process, and ensuring that all outputs meet quality standards and effectively contribute to the project’s advocacy and awareness objectives.
  • Ensure that advocacy and knowledge-generation activities under SO3 remain coherent with ARADINA’s strategic objectives, reinforcing agroecology as a sustainable development pathway for Lebanon and strengthening ACF’s positioning with national and international stakeholders.

Objective 2: Coordination and Representation (30%)

  • Act as Action Against Hunger’s focal point in the ARADINA consortium, ensuring alignment and complementarity with activities led by CIHEAM and Fair-Trade Lebanon.
  • Engage ministries, local authorities, cooperatives, civil society, and donors to build ownership of agroecology and support the integration of gender in agricultural policies and programs.
  • Represent ACF in relevant advocacy, policy, and technical forums, promoting the project’s findings and recommendations to influence both practice and public opinion.

Objective 3: Reporting and Knowledge Management (15%)

  • Ensure timely donor and internal reporting for SO3 activities, highlighting progress towards influencing policy and practice.
  • Coordinate with ACF’s Advocacy & Research team on the development of position papers, policy notes, and capitalization outputs.
  • Coordinate with ACF’s FSL Department to review and validate the technical content of the different products, ensuring consistency with organizational standards and approaches.
  • Document lessons learned and best practices to inform ongoing project implementation and external advocacy efforts.

Objective 4: Finance, Administration, and HR (15%)

  • Oversee and monitor the budget lines related to SO3, ensuring efficient use of resources, compliance with donor requirements, and timely procurement to support project activities.
  • Provide leadership and supervision to project staff and external consultants, ensuring quality deliverables that contribute to the achievement of advocacy and policy objectives.
  • Ensure effective coordination with ACF support departments (Admin, Finance, HR, Logistics, MEAL) to guarantee smooth and timely delivery of all project components under SO3.

Objective 6: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  • Report possible problem or conflict during the activities
  • Promote gender equality within the humanitarian and/or development work

Objective 8: Gender & Safeguarding

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.

Key activities in your role will include
  • coordinating external studies and consultants
  • organizing roundtables and policy dialogues with relevant stakeholders
  • producing policy and knowledge outputs, and establishing both a national agroecology network and an online platform
  • ensures alignment between ACF’s advocacy efforts, and the field-level activities carried out by CIHEAM and Fair-Trade Lebanon
  • improve the food security, livelihoods, and resilience of vulnerable communities

Do you meet the profile required criteria?
  • Strong understanding of agriculture and food security systems in Lebanon, with proven experience in research and policy and academic studies related to agriculture. Prior publications are considered an asset.
  • Background or knowledge advocacy, knowledge capitalization, and policy dialogue.
  • Background or knowledge in behavior change methodologies or awareness raising is a strong asset.
  • Demonstrated ability to integrate gender perspectives in project design, implementation, and advocacy outputs.
  • Excellent communication and stakeholder engagement skills, especially with ministries, farmer cooperatives, and NGOs.
