Under the supervision of the Program Manager, the FSL Field Officer is responsible for the daily technical planning, conducting vulnerability assessments with targeted beneficiaries, and overseeing the implementation, supervision, monitoring, and reporting of cash interventions in accordance with relevant guidelines. The role also ensures effective coordination with municipalities, other authorities, beneficiaries, and relevant ACF departments. The position requires extensive stakeholder communication and occasional travel within the South. Additional support on other relevant tasks may be requested as needed.


Key activities in your role will include

Objective 1: To ensure timely and quality implementation of FSL activities (35%)

  1. To actively support the FSL department in conducting phone surveys for assessments and/or the registration process.
  2. To follow up on services delivered to beneficiaries through phone calls and/or field visits to ensure that the services are provided to the targeted individuals as planned.
  3. To coordinate with stakeholders based on the planned activities in preparation for the distribution. 
  4. To follow up with targeted beneficiaries regarding cash redemption, coordinating internally with the Finance Department on redemption progress, and cross-checking information with the beneficiaries.
  5. To develop an assessment plan and coordinate effectively with the team while verifying data with stakeholders.
  6. To conduct vulnerability and verification assessments through household visits (remote or in the field), focus group discussions, and key informant interviews, as required by the project or emergency response, under the supervision of the FSL Supervisor and/or FSL Program Manager.
  7. Monitor the progress of interventions in line with sector recommendations, with a particular focus on cash transfer methods, and provide updates on Activity Info as recommended.
  8. To provide verbal and written reports on the activities to the FSL Supervisor/ program Manager as and when needed,
  9. Ensure the timely implementation of field works as per the predefined schedule.
    1. Inform and document the anomalies and the challenges carried out during the
    2. implementation phase of the program.
    3. To participate in the briefing and induction sessions given to stakeholders

Objective 2: Stakeholder coordinators (25%)

  1. Coordination in the field with the local partners on best implementation including participants, and communities affected by the project and Emergency and recovery activities.  
  2. Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
  3. Support in building relationships between Action Against Hunger, local authorities, municipalities and communities.

 

Objective 3: Data collection and reporting. (25%)

  1. File, document and report work progress to the line manager on weekly basis
  2. Regular reporting of work progress to the FSL Supervisor and FSL Program Manager.
  3. Report possible problems or conflicts during the activities.
  4. Report on the use of materials and possible improvement.
  5. Prepare a payment tracker and follow up daily to ensure effective planning and adherence to the payment timeline.

 

Objective 4: To support other humanitarian activities of ACF upon the request of the PM.(15%)

  1. Support the emergency interventions of the organization as per the employee’s abilities and capacity under the emergency response like emergency and recovery phase. 
  2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  3. Promote gender equality within the humanitarian and/or development work

 

Objective 5: Security

  1. Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  3. Respect the safety measurements specified in the mission during the emergency situation.

 

Objective 6: Gender & Safeguarding (cross-cutting)

  1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  2. Knowledge and compliance with safeguarding policy.
  3. Promote gender equality within the humanitarian and/or development work

Do you meet the profile required criteria?

Training/ Education: Bachelor’s degree in social science, agronomy, food security, humanitarian action, or any related field

 

Technical specific knowledge: Food security and livelihoods, agriculture, waste management and Cash-for-work. Experience in construction is a plus.

 

Previous experience:

1-year experience working in humanitarian action or development. Experience in livelihood programs is a plus.

Experience in Labor Intensive Activities/Cash-for-Work is desirable. 

Emergency response with crisis or pandemic situation

 

Humanitarian sector knowledge: Yes

 

Languages: Native Arabic and English compulsory

 

IT and specific systems: good skills in Microsoft Word, Excel, Outlook and power point

Basic Salary: <$800
