The Deputy FSL Coordinator will be responsible for supporting the FSL Coordinator with implementation of FSL projects across Lebanon. The Dep FSL Co will ensure programmatic, technical, financial and logistical development of AHH actions in the department where the actions are developed, in line with the strategic criteria of AHH in Lebanon and the internal processes and regulations of AHH, donor and Lebanese laws.

Objective 1: Basic Assistance Co-Lead (70%)

  • Support sector coordination and development of cash guidance according to the sector priorities in close coordination with UN sector lead.
  • Represent ACF in key meetings with external stakeholders in relation to the Basic Assistance sector and help facilitate strategic relations such as with the Ministry of Social Affairs (MoSa).
  • Co-convene and co-facilitate relevant meetings (including sector working groups and relevant sectoral or cross-sectoral technical meetings). Ensure that sector meetings are well-managed and action and results-oriented, with decisions communicated to relevant partners and stakeholders.
  • Co-represent the sector including at sectoral meetings, in the Inter-Sector and Inter-Agency coordination fora, and external stakeholder engagement, as appropriate, and in coordination with the BA Sector Coordinator.
  • Facilitate in the maintenance of appropriate links and dialogue with sector partners and the national and international NGO forums, relevant external stakeholders, and representatives of affected populations in coordination with the BA Sector Coordinator.
  • Co-collaborate in the development of the overall sector strategy including the sector's national annual work plan and monitoring framework.
  • Facilitate discussion and agreement on the use of common standards and tools among sector partners. Promote awareness of and adherence to relevant policy guidelines, codes of conduct, and examples of good practice.
  • To support drafting of food security and Basic Assistance sector analysis sections in conducted assessments and surveys under the guidance of PM and in coordination with MEAL Manager.
  • Attend relevant sector meetings on behalf of FSL Co.

Objective 2: To contribute to the comprehension and support to the implementation of food security, basic and Livelihoods strategy (15%)

  • Collect and evaluate information on the food security and livelihoods level of the targeted populations in project areas.
  • Identify food security and livelihoods, support needs of the refugee population and propose intervention opportunities in line with ACF country strategy to the FSL Co.
  • Under the guidance of the FSL Co, actively coordinate with other agencies implementing food security, basic assistance and livelihoods interventions (fresh food vouchers, cash for food, in-kind food support such as food parcels) in ACF project areas.
  • Under the guidance of the FSL Co, actively coordinate with other stakeholders in food security, basic assistance and livelihoods sector to support smooth, coordinated project interventions.
  • Plans, coordinates, monitors and provide technical assistance for the implementation of activities and development of proposals.
  • To support bases with information sharing to ensure harmonization of FSL tools and approach.
  • Under the guidance of the FSL Co, participate in the development of capitalization reports for each food security activity conducted by ACF.
  • Follow-up the MEAL plan and project indicators, in coordination with MEAL Department.
  • Support development of data reports and presentations showcasing FSL implementation.

Objective 3: Reporting (15%)

  • To be involved in project reporting, supporting Bases with drafting and compiling.
  • To flag any issues received in reports from Bases to the FSL Co.
  • Ensure monthly program progress reports elaboration and submission to donor agency.

Objective 4: Security

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • To communicate to the security managers of the working location any security related information or non-compliance with the security plan.

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps us to reach our humanitarian goals, as per the employee’s abilities.
  • ACF employees will show commitment to human rights principles, gender equality and non-discrimination approach in all their work.

Key activities in your role will include
  • Representation and a strong understanding of sector coordination are key elements of the position, as the Deputy FSL Co will cover the Basic Assistance co-lead responsibilities.
  • Problem solving is a valued asset in order to effectively support the FSL Co and the FSL Program Managers (PMs) with issues arising during implementation.
  • Cash and Voucher programs & in-kind food support program technical knowledge is a major point in this position due to the large role of the project in the FSL department, supporting PMs to monitor the activity implementation, not only regarding donors’ result but Action Against Hunger strategy in the country.

Do you meet the profile required criteria?
  • Bachelor’s degree in social work, agriculture, economy, food security, international affairs, humanitarian action or any related field.
  • Food security and livelihoods, agriculture, economy, etc. Logistics or operations work a plus
  • 3-4 years’ experience in humanitarian and development organizations 2 years’ experience in food security & livelihoods programs are desirable Experience with cash and voucher assistance & food parcels distribution highly desirable Experience with complex programming highly desirable
  • Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country
  • Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or Middle East region is an asset
