Ensures safe, timely, and principled humanitarian access by monitoring context evolution, coordinating with key stakeholders, and supporting implementation of security risk management strategies. The position plays a key role in promoting Action Against Hunger’s acceptance and access strategies at field level, evaluating security risks, and maintaining updated security management tools. It also includes training and briefing staff on safety protocols to ensure duty of care. The officer supports operations through regular reporting, stakeholder engagement, and field mission facilitation.


Key activities in your role will include

Objective 1: Collect and disseminate the security and context evolution information

  • Create and maintain a network of contacts (INGOs and NNGO’s, Embassies, Civil Society, etc.)
  • Follow up the national and local media.
  • Keep an incident database.
  • Create and maintain a mapping representation system of security and context evolution information.
  • Prepare reports including major context updates and security developments.
  • Identify, investigate, or resolve security breaches.
  • Assist to the regular and ad hoc meetings related to security (UNDSS, OCHA…) at base level.
  • Organize and conduct security meetings with relevant actors in the intervention area.
  • Update the base team and the country office with the most relevant security related information in Central and Coastal area of Syria.
  • Prepare a weekly, monthly and yearly security report related to the evolution of context and incidents at base level.
  • Prepare and disseminate the relevant security alerts and warnings in coordination with FC, Security referents & UNDSS.
  • Conduct regular headcount as part of the Warden System.

Objective 2: Promote and Implement Action Against Hunger Operational Humanitarian Access and Acceptance Strategy

  • Follow up area-level access and acceptance strategies in collaboration with Action Against Hunger teams.
  • Ensure access and acceptance related analysis, plans, issues, and incidents are conducted and documented in coordination with FC and Security referents.
  • Share cross-context learning with base colleagues across the organization and contribute to a community of practice and culture of learning for humanitarian access.

Objective 3: Evaluate, mitigate, and follow up the security related risks

  • Conduct regular Security Risk Assessments of field activities and analysis of the security situation in locations where ACF is or intends to operate to enable appropriate security responses about the safety and security of staff. Initiate and update an actor mapping of the area of intervention (as part of the national actor mapping)
  • Monitor and evaluate on a regular basis the security risks within the base.
  • Evaluate and report the risks of the locations where ACF is working (included premises and programs).
  • Take the necessary measures for the reduction of the exposure to the threats (protection).
  • Take the necessary measures for the reduction of the impact.
  • Take the necessary measures for the reduction of the threats (acceptance).
  • Support the base team for the identification of the relevant actors important for security management in the areas of work.
  • Validate staff field movement from security point of view at base level. Work closely with the other departments on monthly and weekly planning of staff movement and travel to the field and within governorates.
  • In case of incidents, prepare or support the preparation of incident reports.
  • Conduct physical examinations of property to ensure compliance with security policies and regulations.
  • Escort Field missions and accompany the team when required.

Objective 4: Train and sensitize the team on security issues

  • Coordinate with FC and Security referents to conduct security related trainings according to the base team responsibilities, keeping particularly in mind the acceptance strategy.
  • Ensure all drivers are aware of the relevant aspect of the security management plan (e.g. car tracking system etc.) with movements and driving. Ensure driver briefings are conducted with specific regards to safety and security for all new drivers, and refresher sessions for all drivers at regular intervals or following a security incident in coordination with log.
  • Provide safety/security briefings to the area team and the new area team, newcomers, and visitors.
  • Increase the awareness of ERWs.
  • Brief and debrief the field team on security related issues

Objective 5: Implementation update and constant follow up of the security management tools

  • Support Log department to maintain regular check and vehicles inspection
  • Ensure constant monitoring and follow up of the security plan.
  • Make sure the security plan is known by all staff in accordance with their profile.
  • Make sure the plan is always updated and validated (duty of care).
  • Order security-related supplies and equipment as needed.
  • Assist in emergency management and contingency planning.
  • Patrol and maintain security of the office premises including the experiences grounds of the building and report any irregular matters in daily basis.

Do you meet the profile required criteria?
  • Bachelor’s degree in any relevant field.
  • International Humanitarian Law, Security management, Logistics, Disaster Risk Management, Duty of Care, Compliance.
  •  Knowledge of the central and the coastal area security context.
  • 2 years minimum experience in a similar position.
  • Humanitarian sector knowledge
  • Language: Arabic, English.

Our remuneration package:
  • Contract period: 6 months renewable base on Action Against Hunger fund and performance
  • Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
  • Duty station: Hama.
