Deputy Logistics Manager
For 4 months with possibility of extension based on fund.
GENERAL OBJECTIVES:
The Deputy Logistics Manager is responsible for overseeing the general services tasks including premises/facilities management and fleet management. This role supports the Logistics Manager in ensuring logistical operations contribute effectively to the mission's programmatic vision, enhancing the organization's analysis capacity, and managing risks.
Objective 1: Premises/Facilities Management
Manage the maintenance and upkeep of all facilities.
Coordinate the renting and leasing of properties, including negotiations and contract management.
Ensure compliance with all safety and security protocols for premises.
Supervise the Head of Guards to maintain security at all organization properties.
Objective 2: Equipment and assets Management
Evaluate the needs of the base in terms of equipment in coordination with the Logistics Officer.
Support the capital office in procuring its equipment.
Create the folder for each equipment purchased and include it in the base equipment list.
Organize the maintenance of all equipment when needed in coordination with the Logistics Officer.
Implement physical inventory of the Gaza office on a regular basis and keep it up to date.
Objective 3: Vehicle fleet Management
Evaluate the needs of the base in term of vehicles and proceed accordingly.
Organize vehicle management within the Gaza base in coordination with the base driver.
Conduct random checks that all vehicles of the base have the necessary tools and equipment as stated in the driving regulations of the mission.
Ensure planning of the movements is done and respected.
Follow-up on maintenance of the vehicle with the rental company.
Supervise the Head of Drivers to ensure efficient and safe vehicle operations.
Develop and implement fleet management strategies to reduce costs and improve efficiency.
Objective 4: General services
Supervise general services staff including drivers , guards, and cleaners ensuring high standards of work.
Manage contracts related to general services, such as cleaning and maintenance.
Coordinate with the Logistics Manager to align general services management with overall logistical objectives.
Objective 5: Energy
Develop strategies to ensure efficient energy use and sustainability across all operations.
Manage the installation and maintenance of energy systems (e.g., solar panels and generators).
Monitor energy consumption and implement measures to reduce energy costs.
Coordinate with environmental specialists to align energy management with sustainability goals.
Objective 6: Reporting
Monthly reports have to be done and sent to the Log. Manager
Report and follow up with HQ about any logistics related issues during the absence of the Logistics Manager.
Make regular reports to the Deputy/ Head of base upon his/her request.
University degree in Business administration, logistics, procurement, engineering, IT or related field.
Knowledge of procurement, security, and IT.
Minimum of 4 years’ experience in Logistics or procurement, either in the private sector or NGOs.
Experience in major humanitarian donors and donor compliance issues.
Experience in security management.
Experience working with international and national NGOs.
Basic Knowledge in humanitarian or emergency programming is a plus.
Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
Motivation and commitment to humanitarian work and values.
Excellent interpersonal, analytical, and communications skills.
Valid driving license and proven driving skills.
Excellent command of English in reading, writing, and speaking; proficiency in Arabic is considered an asset.
Word, Excel, PowerPoint and the Internet.

Difficult context allowance: As per Action Against Hunger policy and this plus is reviewable throughout the contract based on the applicable risk analysis
