The Deputy Country Director (DCD) supports the Country Director in leading the mission’s strategic and operational implementation. As a key member of the Senior Management Team (SMT), the DCD ensures high-quality program delivery at scale, contributes to strategic planning, and facilitates coordination across departments and field bases. The role includes acting as Country Director when required and leading the development and implementation of innovative, multi-sectoral programming aligned with organizational goals and donor expectations.
Lead and ensure quality delivery of multi-sectoral programs, on time and on budget.
Head the Operational Task Force and coordinate between the Capital Office and field bases (Hebron & Gaza).
Supervise and support Program Coordinators and ensure cross-departmental coordination (HR, Logistics, Finance).
Drive program innovation and quality by integrating gender, protection, and resilience strategies.
Oversee report/proposal development, ensuring timely and high-standard submissions.
Contribute to annual planning and the overall Country Program Strategy.
Maintain institutional relationships with donors, partners, and coordination bodies (e.g., UN Clusters).
Identify new fundraising opportunities and lead proposal processes.
Education & Experience:
Master’s or Bachelor's in Humanitarian Action, Political Science, Law, Communications, or related fields.
At least 5 years of experience in a similar role within the humanitarian or development sectors.

Skills & Knowledge:
Strong knowledge of donor regulations, project cycle management, MEAL tools, and capacity building.

Excellent English (spoken and written); Arabic and Spanish are assets.
Deep understanding of humanitarian contexts and international stakeholders (UN, NGOs, etc.).
Mobility:
Based in Jerusalem with frequent travel to Gaza and Hebron.

Salary: According to Action Against Hunger Salary scale.
Difficult context allowance: As per Action Against Hunger policy and this plus is reviewable throughout the contract based on the applicable risk analysis
