Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002. 

 

Action Against Hunger is recruiting in the Gaza Strip a

 

                                                                   Humanitarian Access and Security Officer

For 6 months with the possibility to extend based on funds.

Under the management of the Access and Security Manager and in close collaboration with the Area Managers and Head of Base (HoB), the Access and Security Officer will support the day to day security and risk management of AAH operations in Gaza Strip. Working closely with all relevant internal departments and liaising with external stakeholders, s/he will support to ensure the safe delivery of humanitarian aid and the safety of AAH staff, partners and supplies. 


Key activities in your role will include
  • Objective 1: Networking and context monitoring
    • Support the Access and Security Manager (ASM) to foster close relations and a network of contacts to enable the collection of information related to access to all areas of AAH implementation in Gaza Strip. 
    • Develop and update contacts lists and mapping per governorate and location.
    • Working closely with the logistics department, develop and regularly update internal maps.
    • Inform AAH Management about the positions of different actors in the field to anticipate joint opportunities or joint response and to avoid duplication
    • Monitor closely all info related to security trends and incidents in Gaza Strip, through local media, formal security platforms and UN systems, and report respectively and proactively to the ASM.
    • In support to the ASM may contribute to external representation and coordination in his/her area of expertise, including replacing the ASM in security meetings during his/her absence.
  • Objective 2: Coordination and notification of movements                       

    • Monitor and report any change in the formal notification and coordination systems and adjust internal protocols accordingly.    
    • In coordination with program teams and Logistics department, is responsible for notification and coordination of movements, including inserting requests in the respective platforms, within the established timeframes.
    • Inform program teams and management on the result of movements’ notification and coordination requests and monitors that ACF staff members comply with respective rules and protocols.
  • Objective 3: Support security management

    • Follow the specific safety rules of the mission and base security plans.
    • Support the ASM in the identification of new security threats and to adjust measures to mitigate risk.
    • Support security analysis and clearance of project implementation locations and inform program teams accordingly.
    • Participates actively in security and risk management exercises of the Base, as per AAH standard procedures and policies.
    • Support program teams to prepare project risk analysis and ensure implementation is in compliance. 
    • Support the development or adjustment of SOPs and protocols related to security, access, movements and distributions of humanitarian aid.
    • Support in drafting timely and accurate security incidents reports, including their registration in ACF designated platforms.
    • Advise and assist on the procurement process and distribution to staff of security and protective equipment.
    • In collaboration with the Logistics department, ensure that all security equipment is maintained, available and in good condition. 
    • Support the selection, capacity building and supervision of Security Focal Points (SFP) in each ACF department. 
    • Support the ASM in the overall security management of Gaza office, including premises, fleet and warehouse management, as required. May support in clearance of locations, including from presence of Explosive Remnants of War.
  • Objective 4: Training and capacity building

    • In support to the ASM, adjust and deliver training for AAH staff and partners, especially in Arabic, addressing Security and humanitarian access issues.
    • Support the ASM to build the capacity and preparedness of staff regarding security-related risks, identified threats, and incidents through the delivery of regular training and briefings to AAH staff
    • Support the ASM to provide regular training to contractors and partners on security and risk mapping and management, as well as incident response and reporting, in line with AAH procedures and protocols.

Do you meet the profile required criteria?
  • Information technology, security and safety or related field. Training in humanitarian access and negotiation is desirable.
  • Technical specific knowledge:
    - Access and negotiation.
    - Security protocols and security management tools.
    - Global safety and security standards.
    - Risk analysis.
    - Incident reporting.
    - Knowledge of Cluster Coordination system.
    - Strong command of excel and Humanitarian Notification Systems
  • At least 1 year of access and security management experience, especially in security assessment of premises and project implementation sites, including staff and goods movements. 
  • At least 1 year of previous experience in supporting humanitarian access and liaising with external stakeholders, including local authorities and UN agencies. 
  • Experience in emergency and highly volatile contexts. 
  • Strong understanding of Gaza emergency context. 
  • Good understanding of humanitarian principles and duty of care. 
  • Experience in ensuring gender and protection components are mainstreamed in humanitarian programming. 
  • Previous experience with AAH or knowledge of its core sectors (WASH, FSL, Nutrition) is an added value.
  • Excellent working knowledge of English and Arabic is required.
  • MS Word, Excel, PowerPoint, and email/internet software.
  • Ability to work and live in Gaza in hardship conditions and flexibility to move between governorates, where AAH is present, when security allows.
